For projects administered by the Federal Railroad Administration, FRA requirements <br />described in 49 U.S.C. Subtitle V, Part C apply. <br />For each project that receives a BUILD Transportation grant award, the terms of the <br />award will require the recipient to complete the project using at least the level of non - <br />Federal funding that was specified in the application. If the actual costs of the project are <br />greater than the costs estimated in the application, the recipient will be responsible for <br />increasing the non -Federal contribution. If the actual costs of the project are less than the <br />costs estimated in the application, DOT will generally reduce the Federal contribution. <br />3. Reporting <br />i. Progress Reporting on Grant Activities <br />Each applicant selected for BUILD Transportation grant funding must submit <br />quarterly progress reports and Federal Financial Reports (SF-425) to monitor project <br />progress and ensure accountability and financial transparency in the BUILD <br />Transportation grant program. <br />ii. System Performance Reporting <br />Each applicant selected for BUILD Transportation grant funding must collect and <br />report to the DOT information on the project's performance. The specific performance <br />information and reporting time period will be determined on a project -by -project basis. <br />Performance indicators will not include formal goals or targets, but will include observed <br />measures under baseline (pre -project) as well as post -implementation outcomes, and will <br />be used to evaluate and compare projects and monitor the results that grant funds achieve <br />to the intended long-term outcomes of the BUILD Transportation grant program are <br />achieved.
