Councilmember Musgrove referenced page 22 and asked for additional input on the statement <br />related to planning for future educational needs for the youth of Ramsey. <br />Community Development Director Gladhill explained that there was a lot of discussion <br />regarding a lack of educational space within Ramsey. He noted that a second elementary school <br />will open in the next school year. He acknowledged that the City is not the driving force behind <br />schooling, but the City can work collaboratively with the School District to reach the needs of <br />the community. <br />Councilmember Musgrove asked if that could be restated to better show the intent towards <br />working collaboratively with the public school system. <br />Councilmember Heinrich stated that she supports the change in language related to education <br />and agrees that the language should be more specific. She stated that she also had questions <br />about the public art language. She noted that while she does value input from the public, she <br />also believes that language should be removed from the planning document. <br />Community Development Director Gladhill agreed that not everything raised needs to be <br />included in the plan and noted that line could be removed if desired. <br />Mayor LeTourneau stated that the City needs to be sensitive in the amount of engagement that <br />has taken place in the creation of this document. He believed that this plan is a great <br />combination of a lot of great input and ideas that can be used to guide the City over the years. <br />He noted that this does not direct the City but simply provides aspirational goals for the future. <br />Motion by Councilmember Riley, seconded by Councilmember Musgrove, to direct staff to <br />finalize the draft and bring the document back to the City Council to adopt prior to the June 30, <br />2019 deadline. <br />Further discussion: Councilmember Kuzma asked and received clarification that the intent would <br />be for staff to make the suggested changes and bring the finalized document back to the Council <br />for approval. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Musgrove, Heinrich, <br />and Kuzma. Voting No: None. <br />7.02: Adopt Resolution #19-135 Approving Plans and Specifications and Authorizing <br />Advertisement for Bids for 2019 Crack Sealing Improvements, Improvement <br />Project #19-00 <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #19- <br />135 approving plans and specifications and authorizing advertisement for bids for 2019 <br />Cracksealing Improvements, Improvement Project #19-00. He noted that cracksealing continues <br />to be the most cost-effective pavement maintenance operation available. On May 21, 2019, the <br />Public Works Committee received input from staff regarding temporarily suspending the City of <br />Ramsey's sealcoat program but continuing to complete crackseal improvements.
