recommended that the City Council suspend the City's annual sealcoat program for one year to <br />allow for further observation of previously sealcoated City streets, and to research the practices <br />and findings of other cities. <br />Councilmember Kuzma noted that fog sealing has a longer time where residents cannot drive on <br />the road and that can be challenging. He stated that if that route is chosen, he would like to see <br />some additional testing. <br />Councilmember Musgrove noted that some of the roads are MSA roads and asked for <br />information on funding for those roads. <br />City Engineer Westby explained that State Aid Funds are not used for cracksealing or <br />sealcoating. <br />Councilmember Heinrich commented that it seems that the sealcoating is not working and <br />therefore it makes sense to suspend that activity and put more research into that topic. She <br />thanked staff for thinking ahead on that subject. <br />Councilmember Riley stated that it is counterintuitive to stop caring for the roads that have not <br />been maintained. He noted that this would suspend sealcoating for one year to allow additional <br />research. He stated that $500,000 has been budgeted and therefore staff will find the most <br />appropriate use of the additional funds. <br />Motion by Councilmember Musgrove, seconded by Councilmember Riley, to Adopt Resolution <br />#19-135 Approving Plans and Specifications and Authorizing Advertisements for Bids for 2019 <br />Cracksealing Improvements, Improvement Project #19-00. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Musgrove, Riley, Heinrich, <br />and Kuzma. Voting No: None. <br />7.03: Adopt Resolution #19-132 Accepting Bids and Awarding Contract for Improvement <br />Project #18-09, COR Infiltration Basin Improvements <br />Civil Engineer IV Linton reviewed the staff report and recommendation to adopt Resolution #19- <br />132 accepting bids and awarding contract for construction for Improvement Project #18-09 COR <br />Infiltration Basin Improvements. He noted that construction of the project in 2019 will fulfill the <br />City obligation to the LRRWMO for providing infiltration for projects in The COR. <br />Councilmember Kuzma stated that the commercial developers pay a fee that helps to defer the <br />cost for this construction. He noted that future development will also pay towards this <br />construction. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to Adopt Resolution <br />#19-132 Accepting Bids and Awarding Contract for Improvement Project #18-09, COR <br />Infiltration Basin Improvements. <br />City Council / June 11, 2019 <br />Page 7 of 9 <br />
