Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-169 <br />RESOLUTION AUTHORIZING FINAL PAYMENT TO NORTH VALLEY, INC. FOR <br />IMPROVEMENT PROJECT #18-03, 2018 STREET OVERLAY IMPROVEMENTS <br />WHEREAS, the City of Ramsey proposes to overlay numerous street segments in 2018 <br />for the purpose of maintaining these streets as cost-effectively as possible; and <br />WHEREAS, pursuant to Ramsey City Council resolution 417-10-270, adopted <br />October 24, 2017, the City Engineer was ordered to prepare a Feasibility Report to study the <br />feasibility of completing pavement overlay improvements to approximately 3.5 miles of <br />bituminous pavement on numerous street segments in eight residential developments throughout <br />the City, and other appurtenant work; and <br />WHEREAS, pursuant to Ramsey City Council resolution 417-12-315, adopted <br />December 12, 2017, the City Council received and accepted the Feasibility Report, and a Public <br />Hearing was ordered for January 9, 2018, to consider the proposed improvements for said streets <br />in accordance with the Feasibility Report; and <br />WHEREAS, benefiting properties are proposed to be assessed for 25-percent of the cost <br />of eligible improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the City <br />Charter, and the City's Special Assessments Policy; and <br />WHEREAS, the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br />WHEREAS, pursuant to Ramsey City Council resolution 418-012, adopted January 9, <br />2018, the Feasibility Report was approved following the Public Hearing, and the City Engineer <br />was designated as the engineer for this improvement and was ordered to prepare plans and <br />specifications for the making of such improvements; and <br />WHEREAS, pursuant to Ramsey City Council resolution 418-057, adopted March 27, <br />2018, final plans and specifications were approved and advertisements for bids were authorized <br />for said improvements; and <br />WHEREAS, pursuant to Ramsey City Council resolution 418-081, adopted May 8, 2018, <br />the bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of $544,224.86 for <br />construction of said improvements was accepted, and the Mayor and City Administrator were <br />authorized and directed to enter into a contract with said bidder for the construction of said <br />improvements for and on behalf of the City of Ramsey; and <br />WHEREAS, pursuant to Ramsey City Council resolution 418-113, adopted June 12, 2018, <br />the Ramsey City Council approved Change Order 41 in the amount of $2,000.00, resulting in a <br />total contract cost in the amount of $546,224.86; and <br />
