Councilmember Dehen stated he did not want to take on more land than the City already had. <br />Councilmember Elvig stated he wanted to see the entire plan and the cost. He did not want parts <br />to decide on. <br />Planning Manager Miller responded that would be a discussion under a closed session as far as <br />what the land was worth and what the City was giving up. <br />Mayor Ramsey stated the question was if the City was interested in taking land in lieu of fees. <br />David Anderson believed the challenge was that they were talking about fees and then talking <br />about project costs. He noted part of the project costs depended on what was being asked for <br />also He stated there was a threshold that this project could handle. He summarized what the <br />school would be able to handle regarding development fees. He summarized the project. <br />Councilmember Look expressed concern about emergency vehicles access and the long cul -de- <br />sac. He stated he would be in favor of the cul -de -sac, but he did not want Puma being used for <br />vehicular traffic, but rather for a trail. He expressed concern that this entity was not a taxable <br />entity. He liked the project, but he had concerns. <br />Mr. Anderson noted the development to the south would not happen until there was a road and <br />this was a proposed road. He believed this development would be a great asset to the Town <br />Center and fit within the City's vision. He stated the fees were greater than the actual cost of the <br />project. <br />Public Works Director Olson noted $1.9 million in fees was what this size of development <br />incurred. He summarized the City's policy regarding fees. He stated the water fee was the only <br />fee above and beyond what they would pay for getting water to their site. He indicated the <br />demand for water would be there because the fields were being proposed to be irrigated. <br />Councilmember Elvig stated he liked the project, but the problem was who was going to cash <br />flow the project. <br />Councilmember McGlone believed the school was reaping some benefit as well. He stated he <br />liked the project, but he had concerns regarding the road, the alteration of the normal fee <br />schedule, and the long cul -de -sac. He stated the cul -de -sac was the deal breaker for him without <br />some kind of plowable access to Puma. He stated he was not interested in the City owning any <br />more land. <br />Mayor Ramsey stated he was not interested in more City owned land either. <br />Councilmember Wise stated he also was not interested in land. He stated he had no concern <br />regarding the cul -de -sac because emergency vehicles could turn around in the parking lot.
