Background: <br /> <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT <br />FOR THE pROpOSED PLATI OF SWEET BAY RIDGE; <br />CASE OF OAKWOOD :LA~ ND DEVELOPMENT <br /> By: Sylvia Frolik, Assti Comm. Dev. Dir./HRA Exec. Dir.- <br /> <br />CASE <br /> <br />Oakwood Land Development has submitted 'ant application for an amendment to the 2001 <br />Comprehensive Plan. The request~ is tO Cha/~ge tha land use designation from R-1 Rural Reserve <br />to Low Density Residential on the Property generally known as the St. Anthony Gun Club, which <br />is located on the east side ofVari°litelat abbut 161st Avenue. The amendment to the <br />Comprehensive Plan, along with a subdivision request, would allOw the apPlicant to develop the <br />property with single-family homes, served bY Sani:mry sewer and municipal water. The following <br />items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site Location Map <br />Sketch Plan <br />Draft Planning Commission meeting minutes dated March 3, 2005 <br />Proposed Resolution aIOProving the comprehensive plan amendment request <br /> <br />Notification: <br /> <br />State law requires that the City nOtify proPerty owners within 350feet be notified of the request <br />and public hearing date. Staff attempted to notifylproperty owners within 700 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing ~o ex!end sanitary sewer and municipal water to the <br />former St. Anthony Gun Club prOperty in!the R;1 Residential - Rural Reserve District. The <br />proposed sketch plan is proposing to develop the property with, single family homes at urban <br />densities. The 2001 Comprehensive Plan deSignat6s the subject property as Rural Reserve. <br />Development of Sweet Bay Ridge with urban services requires a Comprehensive Plan <br />Amendment to change the subject: property's land use designation from Rural Reserve to Low <br />Density Residential. <br /> <br />The Planning Commission revieWed the sketch plan for Sweet Bay Ridge at its January 6, 2005 <br />meeting. At that time, City Staffreported that any decision on the sketch plan may be premature <br />as the Comprehensive Plan amendment t© COnsii:ler extension of urban services to the northern <br />areas of the City is still in processi Per staff'S recommendation, action on the sketch plan was <br />tabled until March to allow the City more tlme tol work on the comprehensive plan amendment. <br />On January 4, 2005, the City CoUncil' and the Planning Commission provided Staff and the <br />consultants with direction and comments, that basically expanded the scope of the <br />Comprehensive Plan from an amendment tore. re,write. <br /> <br />The expanded scope of the comprehensive plan~ amendment will extend the time frame to <br />complete the amendment process., In the n~eantime, Oakwood Land Development has exercised <br />their right to apply for a Comprehensive Plhn Amendment` to consider the land use designations <br /> <br /> <br />
