necessary for them to go forward !with the development of Sweet BaY Ridge, as well as their <br />proposed subdivision'Brookfield, located at~Nowthen Blvd. and 167th. <br /> <br />On March 3, 2005, the Planning Commission conducted a public hearing regarding the request <br />for a Comprehensive Plan Amend.ment for Sweet,Bay Ridge. Comments received at the public <br />hearing included concerns about tra~ffic impaCtS, Opening.up Traprock as a through street, density <br />transition, the outstanding environmental s~dieS,I and site contamination from lead shot. The <br />Planning Commission discussed the request: for Comprehensive Plan Amendment and Sketch <br />Plan and raised similar concerns; On a 4-2 vote (1 abstention), the Planning Commission <br />recommended denial of the request~ for ComPrehensive Plan Amendment. <br /> <br />Recommendation: <br /> <br />The City Council and planning Commission havei met in joint work session twice to discuss the <br />comprehensive plan amendment process. Id¢611y, the City would have completed the <br />Comprehensive Plan rewrite prior to taking action on the Comprehensive Plan Amendment <br />requests for Sweet Bay Ridge and BroOkfi~ld. Oakwood Land Development has exercised their <br />right to apply for an amendment, therefore the CitY is required to take action on the request in a <br />timely manner, according to State Statute. <br /> <br />As stated above, the Planning Commission iha~ recommended denial of the request fora <br />Comprehensive Plan Amendment~ based on the icomments received at the public hearing. If <br />Council is inclined to accept the recommendation of the Planning Commission, then City Staff <br />should be directed to draft a findings and resolution to support that decision. <br /> <br />City Staff is recommending approval of the. applicant's request for Comprehensive Plan <br />Amendment for several reasons. First, all three of the development scenarios reviewed by the <br />City Council and the Planning Commission show the subject property being developed as Low- <br />Density Residential. Second, because of its size, Sweet Bay Ridge will require an Environmental <br />Assessment Worksheet (EAW), which will addreSs transportation, environmental requirements, <br />and water control in greater detail than the comprehenSive plan rewrite. Third, City Staff met <br />with Metropolitan Staff and they' indicated :thai: ',there is currently sewer capacity available t° <br />service property south of Trott:Brook.
