~ ' CASE #:

REQUEST FOR SKET~CH PLAN REVIEW OF SWEET BAY RIDGE;
CASE Og 0 KWOOr} I)EV LO?MENT
By: Sylvia Frolik, Asst. comm. Dev. Dir./HRA Exec. Dir.

Background:

Oakwood Land Development is requesting a ~review of the sketch plan for Sweet Bay Ridge to
develop 165 urban service single family resident~ial lots on the site of the property generally
known as the St. Anthony Gun Club. The following items are enclosed for your information:

a) Site location map
b) Sketch plan .
c) City Staff review letter dated December 29, 2004
d) Planning Commission meeting minu~eS dated January 6, 2005
e) Draft Planning Commission meeting minUtes dated March 3, 2005

There are substantial wetlands On the proposed plat that will need to be delineated and
encumbered with drainage and utility eaSements On the preliminary and final plats. The grading
and drainage plan will have to be revieWed and approved by the Lower Rum River Water
Management Organization (LRRWMO). The .Sketch plan also identifies filling .36 acres of
wetlands for roads. The Wetland Conservation. ACt establishes a sequencing process for wetland
filling. The LRRWMO is also resPonsible for administration of the Wetland Conservation Act.

Because the proposed development will diSturb:more than 80 acres of naturally vegetated and
forested land, an environmental revieW is required: An Environmental Assessment Worksheet
(EAW) will be required as a part of the iprel~inary plat submittal. The property has been
documented to contain contamination frOm lead shot. The City has applied for a grant to clean up
the contamination, with the understanding lthat all non-grant costs associated with the cleanup
will be borne by the developer of the property, iThis site will need to have the contamination
removed as a condition for the approval ofthi$ plat.

Current City Code requires densitY transiti°ning ibetween the project area and adjacent rural size
lots. A 'Dee Preservation Plan will be required at the time of preliminary plat review and
approval. The Developer has consulted with City Staff regarding the tree preservation plan and
some oak wilt control work on the sitel '

A traffic generation analysis will ibc required at the time of preliminary plat review. The sketch
plan proposes to provide public access from3 entrances onto Variolite Street, which is
acceptable to the Engineering Department. Traprock Street is also proposed to be extended north
into the plat from Traprock Commons to the soutl~. At the time Traprock Commons was platted,
Traprock Street was terminated in a temporary cul-de-sac with the intention of eventually
extending Traprock to serve the property to the.north.
