The proposed plat was reviewed ifor park ,dedication requirements bY the Park Conitmission at <br />their January meeting. It is antia.[pated that at alminimum, trail development will be' required <br />parallel to Variolite from Alpine ~riVe to: the go~thernmost boundary of the plat. Another trail <br />segment will be required in an eaSt/west directio~ through the plat to connect the trail system <br />between Elmcrest Park and Central Park. <br /> <br />On January 3, 2005, City Staff rePorted:to the Planning Commission that a decision on the sketch <br />plan may be premature as the COmprehenSive PIan amendment to consider extension of urban <br />services to the northern areas of the city is, Still 'ig process. Per Staff's recommendation, action <br />on the sketch plan was tabled .until M~ch to. allow the City more time to work on the <br />comprehensive plan amendment. <br /> <br />Subsequent to the January 3, 2005Plarming Commission meeting, Oakwood Land Development <br />exercised their right to apply for: a ComPrehensive Plan Amendment to consider the land use <br />designation necessary for them to go forward :withlthe development of Sweet Bay Ridge. <br /> <br />The public hearing regarding Oak_wood's request ~for a comprehensive Plan Amendment and the <br />sketch plan were presented to the planning commission on March 3. The concerns of the <br />residents are summarized as follows: <br /> <br /> 1. The Developer is rushing a comprehensive plan amendment through the system <br /> for Sweet Bay Ridge separate from :the overall comprehensive plan update the <br /> City is a working on. ' <br /> <br /> 2. Opening up Trapr°ek Street as athrough street~ <br /> 3. Traffic impacts. <br /> 4. Density transitioning with adjacent large, rural lots. <br /> 5. The outstanding environmental studies.. <br /> 6. Clean-up process for site Contamination from lead shot. <br /> <br />With regard to the sketch plan, the Planning cOmmission did state that Traprock Street N.W. <br />should not be extended north into.Sweet Bay Ridge as a through street. <br /> <br />Recommendation: <br /> <br />The sketch plan reflects that the proposed develoPment would comply with City Code if it were <br />eligible for development with municipal services, i The sketch plan process provides the Planning <br />Commission and City Council i~e opporttmity ito relay to the developer components of the <br />proposed subdivision related to street netWork, 10t layout, and overall residential design that are <br />acceptable and that may need further analysis during preliminary plat submittal. <br /> <br />Council Action: <br /> <br />Provide the developer with feedback and direction related to the proposed sketch plan. <br /> <br />Review Checklist: <br />Community Dev.
