preliminary plat submittal. Ass~:iate.planner Geisler explained that current City Code requires <br />density transitioning between the~iprOjeet ~ea and adjacent rural size lots. She added that a Tree <br />Preservation Plan will be required at the time Ofpreliminary plat review and approval. <br /> <br />Associate Planner Geisler indicated a traffic generation analysis will also be required at the time <br />of preliminary plat review. She Ztated the sketch plan proposes to provide public access from <br />Nowthen Blvd. and 168th Ave. ~om the east, an~ Garnet St. from the south. She explained that <br />the City's Comprehensive Plan~prOpoSesi~o extension of 167th Avenue as a collector street <br />through this subdivision, and ~e submitted sketch plan is not consistent with this plan. She <br />stated that if this sketch plan is> to be apProved¢ an adequate alternative location for this East <br />/West collector roadway must be!designate~t andi approved by the City. <br /> <br />Associate Planner Geisler noted! that the' park and Trail Plan shows trails through the subject <br />property, both south of Trott Br°6k and along N°Wthen Blvd. <br /> <br />Commission Input <br /> <br />Chairperson Nixt advised this is not a Public hearing, however the Planning Commission will <br />hear brief comments from the audience. <br /> <br />Brian Cole, 6951 168th Avenue, iadicated he knOWs it is early in the process, but he wondered if <br />there would be a park in the development.: He stated he also has drainage concerns, and traffic <br />and road access concerns. <br /> <br />Chuck Edstrom, 7100 168th Avenrqe, stated;that Marble Street goes straight into his house. 'He is <br />wondering if the number of lots typically Change from sketch plan to final plat. <br /> <br />Associate Planner Geisler stated Staff would expect the number of units to change a little based <br />on street configurations and wetlalid delineation.: <br /> <br />Mr. Edstrom indicated when he moved to Ramsey he liked the idea of having 2 ½ acres or more. <br />He stated he understands that ch '~ai~. e is change, but going from homes that have at least one acre, <br />many times two to five acres, to having 1.6 !homes per acre is a bad change. He indicated this <br />plan is talking about putting 236 homes out:his frdnt door, and he does not like that. <br /> <br />Jim Overtoom, 16660 Jaspar Street, indicated he has a five acre lot. He stated he has lived there <br />for 25 years, and the house has been there for 130years. He indicated if 167th Street is extended <br />it goes right through his living room. He stated he-understands 167th Street has been erased, but <br />there are three lots on either side of him. He indicated he feels there shoUld be transition from <br />five acres to 1.6 lots per acre. He stated h9 unde~rstood from the seller of the land that the lots <br />would be five acres by Trott Br0bk and Would:transition down to smaller lots. He added he <br />would oppose a Comprehensive Plan change thatiWould allow this to happen. <br /> <br />Gary Smith, 16821 Garnet Street, slated his prop¢~ty abuts where this development will start.
