The City shall not C~ntract with a consultant until the qualifications of said consultant are reviewedby and approved by the appropriate staff of the Anoka County l-Iighway Department. The Prop°sed IrhproVements contemplated by this Agreement on T.H. 10, C.S.A.H. 83, C.R. 116 and C,R. 56 are in £act highway improvements. The design of highways is considerably different from the design 0f city Streets and the County needs to be assured that the consultant engaged by the Ci~ are experienced in the design of highways. While the City retains the oversight for the directiofi given the ¢onsUitants hired for these projects, the County, by entering into this Joint Pow~S Agreement is a~sured by the City that the roadways designed and built under this agreement Will conform to the !Standards for County State Aid Highway and County Roads in Anoka Cot~nty, CritiCal £actOrs in design include but are not limited to: the cross section of the roadway~ thc transfer: slope of the roadways, super elevation in curves, turn lane and taper lengths for larte changes and turn lane introductions, curb height and type, and median and edge of road drainage. ~ The City shall provide or contract withia iqualified consulting firm, with significant and proper experience with respect to the constructiOn and construction administration of county highways. All inspectors shall be MnDOT Certified a~ it pertains to the operations that is being inspected. County concurrence must be/obtained Prior t° !the City authorizing Change Orders, Work Orders and/or Supplemental Agreements that significantly increase the County's cost participation. At all times, while work is aCtUally being perfOrmed, the City, or contracted consultant, shall have at the site of work a compet~'nt individual(s) Who is (are): Thoroughly experienced in the type of Work being performed.
