CRTs~ can contain_-Up tO) eight (8) pounds of lead and are the <br />largest single source of lead in Mir~oesotals g/~rbage., Lead is known to be a hazard to both <br />public health and the environment land measdres need to be implemented so that lead from <br />discarded CRTs does not find its way into~OUt ~o!1, w~a!er and air. <br />In 2003, the Solid Waste Management !COordi~nating Board (composed of county <br />commissioners from six of the sev~n metrOpoiitanicOanties) sponsored legislation to ban the <br />disposal of (CRTs) in the waste stre~am and to ,require imanufacturers of electronic products to <br />establish collection and recycling p'rrOgrams for the; ~rOducts they sell. The state adopted <br />legislation that will prohibit the disP~)~,al ofCR~Sin tlie_garbage effective July 1, 2005, but did <br />not include provisions requiring manufacturers :tO participate in the cost of proper <br />management ofwaste electronics. :: i ~ ~r <br />I have prepared a resolution that St,ates Ramsey's Support of the Solid Waste Management <br />Coordinating Board's legislative inl§ative inCdrpOrat~iqg manufacturer responsibility, reliable <br />and convenient collection options, r'.espo%ibl~, r. edyCl!ng of CRTs, a mechanism to address <br />the backlog of unidentifiable CRTSi and a 'p?efere~n~,e for advance recycling fees without <br />reliance on local government for management Of CR'!'~. <br /> <br />I would encourage City Council toadopt this reSOlution which would reaffirm Ramsey's effort <br />to protect the health and well-being 0f our resi(::jents and our environment. <br /> <br />CA <br /> <br />Enc. 1 <br /> <br />03/09/2005 <br /> <br /> <br />
