Councilmember introdtiCed the foli°w!dg resolution and moved for its adoption: <br /> <br /> · REsoLUTION #05-03- <br /> <br />RESOLUTION APPROVmG mti:SUVPORT OF TUt SOLID WASTE <br />MANAGEMENT COOlmINAiI G OA ,s LtaISLATIVE INITIATIVE FOR <br />MORE EFFECTIVE MEANS OF MANAGING CATHODE RAY TUBE (CRT) WASTE <br /> <br /> WHEREAS, technological :advanCes i~ both televisions and computers have <br />inadvertently created an environmental prOblem! when these electronic products need to be <br />disposed; and <br /> <br /> WHEREAS, this waste stream, knVWn as E-waste, includes televisions and computer <br />monitors that have cathode ray tubes (CRTs), more commonly known as picture tubes, each of <br />which can contain two (2) to eight(8) pounds :of lead; and <br /> <br /> WHEREAS, these items contribute ~t°lead in our water, air, and soil when disposed with <br />other mixed wastes; and ' <br /> <br /> WHEREAS, the City of ~Pmmsey su._pportsI efforts to ensure a long-term and sustainable <br />system to ensure the prOper management of 01d televisions and computers without reliance on <br />government-only solutions. <br /> <br />NOW THEREFORE, BE IT Rli;8oLYtD ~BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MinNESOTA, as follows: <br /> <br /> 1. That the City of Ramsey supp°rts the solid Waste Management Coordinating Board's <br /> legislative initiative to create a viabl~e solUt~ion for electronic waste before the legislative <br /> prohibition on the placement of products Containing cathode ray tubes (televisions and <br /> computer monitors) becomes effectix~e July 1, 2005. <br /> <br /> 2. That the City of Ramsey: supports ilegiSlation to solve this problem that includes <br /> provisions to require manufacturer' reSpogsibility, reliable and convenient collection <br /> options, responsible recycling of CRTsi a !mechanism to address the backlog of CRTs, <br /> and a funding method that does notrequire Substantial end-of-life fees. <br /> <br />The motion for the adoption of the:: foregoing resolution was duly seconded by <br />Councilmember ., and upon vote.beiflg taken thereon, the following voted in favor <br />thereof: - <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br /> <br />
