Observations: The engineer's estimate based on final plans as approved by Council was $244,807.49. During the bid process an error was found in the engineer's estimate. The final engineers estimate is $267,929.82. Alternatives: Alternative # 1 Adopt Resolution # 19-162 accepting bids and awarding a contract for Improvement Project # 19-00, 2019 Cracksealing Improvements, to Northwest Asphalt and Maintenance for the base bid in the amount of $222,993.55. Alternative #2 Reject bids and do not award contract for cracksealing. Funding Source: Estimated costs for the proposed 2019 cracksealing improvements total $267,929.82. This includes 14% indirect costs for administrative, engineering, legal and financing. Based on bids recently received for street reconstruction projects, Staff anticipated bid prices for the 2019 crackseal improvements may be up to 25% higher than 2018 bids. Staff therefore increased the average 2018 unit bid price for bituminous crack sealing material by 23% for the purpose of estimating 2019 project costs. Staff anticipated that our estimate will be towards the high side of the bids. The City annually budgets $500,000 for crack seal and sealcoat projects. As previously discussed, City Staff and the Public Works Committee recommended suspending the sealcoat program for one year, but continuing with crackseal improvements. Recommendation: Staff recommends alternative # 1. Action: Motion to adopt Resolution #19-162 accepting bids and awarding a contract for construction for Improvement Project #19-00, 2019 Cracksealing Improvements, to Northwest Asphalt and Maintenance for the base bid in the amount of $222,993.55.
