Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session 7. 5. <br />Meeting Date: 07/09/2019 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Discuss Options for Spending Remaining Budget for 2019 Crackseal and Sealcoat Improvements. <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to discuss options for spending the remaining funds budgeted for 2019 crackseal and <br />sealcoat improvements. <br />Background: <br />On June 11, 2019, Staff requested Council authorization to advertise for bids for the 2019 Cracksealing <br />Improvements. At that time, it was discussed that the Public Works Committee recommended that the City Council <br />suspend the City's annual sealcoat program for one year. Based on this discussion and subsequent actions, a <br />portion of the $500,000 that was budgeted for crackseal and sealcoat improvements in 2019 is not proposed to be <br />expended. <br />On June 16, 2019, Staff presented a case to the Public Works Committee regarding the unexpended pavement <br />management program funds. While presenting the case it was discussed that the City should attempt to spend the <br />remaining funds budgeted for crackseal and sealcoat improvements in 2019 since the City collected these funds <br />with that goal in mind. Staff said they would present a case to the City Council this evening for the purpose of <br />discussing options for spending as much of the unexpended funds as possible. <br />Option # 1 - Additional Cracksealing Improvements <br />During the June 16 Public Works Committee meeting, it was discussed that Staff should explore the possibility of <br />completing additional cracksealing in 2019. While reviewing options for completing additional cracksealing in <br />2019 Staff found the current crackseal project out for bids covers all cracksealing work needed to meet our <br />maintenance schedule, which requires cracksealing 3 years after construction, reconstruction, or overlays, and <br />cracksealing 7 years after construction, reconstruction, overlays, and sealcoats. <br />Staff did consider a project to only crackseal joints between the bituminous pavement and adjoining concrete curb <br />and gutter where joints had never been cracksealed (the City just started this practice 3 years ago). Staff estimates <br />we could pull together a project with an estimated cost of $75,000 but given the time of year this work would need <br />to be bid immediately for the contractor to even have one week to complete the work after the contract was <br />executed. This is because cracksealing projects are typically completed by the end of August before temperatures <br />start cooling in September. Given the tight timeline for completing more cracksealing work, and knowing that <br />contractor's plates are full right now, Staff anticipates bids would be twice as high as normal. For this reason, Staff <br />would not recommend completing more cracksealing work in 2019. <br />Option #2 - Purchase Patching Equipment <br />
