• furnish auxiliary aids and services when <br />necessary to ensure effective communication, <br />unless an undue burden or fundamental <br />alteration would result <br />• refrain from placing special charges on <br />individuals with disabilities to cover the costs <br />of measures necessary to ensure <br />nondiscriminatory treatment, such as making modifications required to provide <br />program accessibility or providing qualified interpreters. <br />In a fair housing context, this could mean: <br />• Allowing voucher holders with certain disabilities the ability to turn in a paper <br />application rather than complete an online form; <br />• Giving additional notice to renters with disabilities when completing a required <br />inspection, or providing notice to a third party at the person's request; <br />• Using alternative communication techniques when police officers respond to calls at <br />a housing complex; <br />• Having alternative means of accessing housing discrimination complaint <br />information for residents who have low vision or are blind. <br />Cities are encouraged to have their ADA policy in writing, so <br />that community members understand their rights and their <br />ability to request needed modifications. <br />Cities are also encouraged to identify an ADA Officer who will <br />handle requests for modifications. <br />17 <br />
