PW CASE <br /> <br />RECEIVE DRAFT OF CR 116 CORRIDOR STUDY <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On October 10, 2001 the City entered into a contract with SRF Inc., subsequent to a joint <br />powers agreement with the City of Anoka and Anoka County to prepare a Corridor Study <br />for County Road 116 between CSAH 7 in Anoka to Highway 10. <br /> <br />In December, draft portions of the report were issued which contained basic information <br />on existing conditions including: land use, roadway geometrics, traffic volumes and <br />speed crash history, current operational service levels, and a review of environmental <br />concerns. <br /> <br />Attached to this case is information received this last week which begins to formulate <br />recommendations for transforming the corridor into a four lane divided thoroughfare. <br />The attachments contain two basic elements, the adequacy of the minimum necessary <br />right-of-way of 120 feet, and an access control along the corridor. <br /> <br />Observations: <br /> <br />Staff offers the following observations on this draft segment of the plan. <br /> <br />The right-of-way deficiencies between Dysprosium and TH 47, and between CR <br />57 and CR 56 appear to be in error. A review of County half sections show a <br />120-foot right-of-way through these segments. <br /> <br />The right-of-way deficiencies within the City of Anoka are limited to 440 feet <br />(two parcels)just west of Dysprosium/Thrusher. <br /> <br />It would be helpful to illustrate the right-of-way deficiencies on a larger scale <br />map. <br /> <br />The segment of CR 116 between CR 56 and CR 83 proposes ten access points <br />versus the limitation of six access points that was agreed to with Anoka County <br />when the road was constructed. <br /> <br />The Texaco/Rivers Bend Plaza access proposes a right in - right out, but would <br />still allow left turns into Texaco. A sketch illustrating the access should be <br />provided. <br /> <br />Access 34 should also be proposed for removal when developments occur. <br />Currently, the access provide ingress to a single family homestead. When <br /> <br /> <br />
