The Council discussed the ordinance going back before the Planning Commission for review. <br /> <br />The consensus of the Council was to direct staff to schedule an agenda item on the February <br />Planning Commission meeting °fthe drafticlUste~ ordinance for the Rural Developing Area as a <br />discussion item. The commissioners should be Supplied with a draft of the ordinance as soon as <br />possible to allow them time to COme :to the me~ting with comments. The ordinance will be <br />scheduled as an agenda item on the first CoUncil meeting in February. <br /> <br />Agenda Item No. 5 was moved uPnext in the agenda. <br /> <br />5) Special Event Permit - Diamond,$ Sports Bar <br /> <br />Police Chief Way informed the Council Gary Gruber, on behalf of Diamonds Sports Bar, will be <br />malting application for two special events for '~mmer 2005. Both of the permits will need <br />consideration by the Council Prior t° being grarited. The first permit will be for allowing an <br />outdoor band to play until 1:00 a,m. on june 10th~and 11th. He advised normally the cut off time <br />for the nmsic would be 10:00 p.m. He noted th~ music will be in a tent that will be facing the <br />river. <br /> <br />Mayor Gamec asked how late music was allowed With Happy Days. <br /> <br />Assistant City Administrator NelsOn replied the 'ldnusic went until 11:00 or 11:30. She indicated <br />she will check the special permit to determine the ~ime. <br /> <br />The Council determined the music should,be ~]lowed until 11:00 p.m. or 11:30 p.m., to be <br />consistent with the time the music ended at Happy Days. <br /> <br />Police Chief Way indicated the second permit will be a request to sell alcohol at Central Park <br />during a national ball tournament on Augu~t~ 26th and 27th. The ordinance would allow Mr. <br />Gruber's establishment to operatelat an°ther site, ibut the portion of the ordinance based on state <br />statute does not allow the sale of intoxicatirlgl~qUOr where an amateur athletic event is being held <br />on the premises. In addition, Mr: Gruber Would like to know if he can operate this or have it run <br />by the Lions. <br /> <br />Mayor Gamec stated it would be~preferabie :to have these types of events run by Ramsey non- <br />profit associations. : : <br /> <br />The Council determined that a 3/2 beer Permit would be allowed and the permit should be under <br />a Ramsey non-profit organization. ~ <br /> <br />Public Works Director Kapler asked if this eVOnt should be expected to pay for all of the <br />expenses, such as the additional Pumping 0fthe ianitary facilities. He indicated Mr. Gruber will <br />be renting the field.
