Economic Development Manager Sullivan confirmed that the purchase would include the entire
portion of 8100.

Community Development Director Gladhill noted that the trucking business previously owned
8049 to the north as well and confirmed that would not be a part of the proposed purchase.

Chairperson Steffen asked the potential use of the parcel outside of stormwater.

Economic Development Manager Sullivan provided other examples of use.

Member Riley commented that he believes that this parcel would be behind the wall and
therefore not visible from Highway 10.

Economic Development Manager Sullivan confirmed that there would be some visibility for east
moving traffic.

Member Riley stated that he is not a huge proponent of the City purchasing additional land that
could be hard to sell to a good user. He noted that perhaps only the portion that could be used
for a stormwater pond would make sense to purchase.

Chairperson Steffen asked if the PSD development would include a pond.

Economic Development Manager Sullivan confirmed that the PSD project would include a pond,
as would the City owned parcel 14590.

Member Cords asked the current zoning of the parcel, noting that it does not have convenient
access for retail uses.

Economic Development Manager Sullivan stated that the parcel is currently COR 2, which is
zoned for retail.

Member Burandt stated that he shares the same sentiment that without a specific need, he would
not support the City purchasing additional land that does not have a use.

Member Hardin agreed that without a specific use it would not make sense for the City to
purchase the land. He noted that if staff had a plan, he would be open to considering the request.
He asked for details on what the process would be should the City be interested.

Economic Development Manager Sullivan explained the process that would include asking for a
sales price from the property owner, noting that a potential sale would be funded through the
EDA. He stated that he is not disappointed that the EDA does not want to pursue the purchase of
the property, he simply wanted to bring the opportunity forward.

Chairperson Steffen asked if an adjacent landowner was interested in the parcel.

Closed Session Meeting/ September 12, 2019
Page 2 of 3
