Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-211 <br />A RESOLUTION APPROVING CODE ENFORCEMENT ACTION PLAN FOR <br />8700 171sT AVENUE NW IN THE CITY OF RAMSEY, MINNESOTA <br />WHEREAS, the property owner David Kranitz (the "Property Owner") has an open code <br />enforcement case on the property generally known as 8700 171st Avenue NW and legally described <br />as follows: <br />Lot 1, Block 4, Alicia Addition <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br />WHEREAS, the Subject Property is approximately 2.02 acres in size; and <br />WHEREAS, there are documented City Code violations dating back to 2015, with notices of <br />violation regarding off-street parking and exterior storage; and <br />WHEREAS, the City has most recently opened a case on the Subject Property for violations <br />related to off-street parking and exterior storage; and <br />WHEREAS, the City sent a formal notice of violation on August 8, 2019 for off-street <br />parking and exterior storage violations; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to have eight <br />(8) total items of outdoor storage, including one (1) unlicensed or inoperable vehicle on a proper <br />parking surface; and <br />WHEREAS, Staff estimates the Subject Property has approximately 40 unlicensed and/or <br />inoperable vehicles in the side and rear yard, including personal automobiles, semis, campers/RVs, <br />trailers, and commercial vehicles; and <br />WHEREAS, the Nuisance Regulations in the City Code prohibit the outdoor storage of junk, <br />debris, items that are not being put to their intended use, construction debris, and other stockpiles of <br />materials; and <br />WHEREAS, the Subject Property has outdoor storage of generator(s), tires, personal tools <br />including chainsaws, car parts, pallets, gas canisters, metal pieces, and other miscellaneous junk and <br />unused items; and <br />WHEREAS, the Property Owner has been compliant with Staff requests for inspections and <br />has been making continued progress of the cleanup required onsite. <br />RESOLUTION #19-211 <br />Page 1 of 5 <br />
