other systems including fire alarm detection, security, <br />telephone, and building access controls. In addition, <br />upgrades to the City's existing SCADA system will be <br />identified in a walk-through with Ramsey's water operators. <br />SEH's electrical practice center leader, Chad Westbrook, PE, <br />will lead these efforts. <br />Plant Layout - Architectural Elements <br />For the purposes of accurate cost estimation and <br />presentations to the Council and public, SEH's Scott Blank, <br />AIA, will work with City staff to develop the "look" of the <br />water treatment plant to capture the architectural features <br />and style of other City buildings, but also sensitive to the <br />surrounding residential areas. This work is essential in order <br />to determine an accurate cost estimate for the facility. <br />Plant Layout - Space Needs <br />SEH will work closely with the City to identify the spaces <br />needed at the proposed facility for offices, work spaces and <br />storage. This work will also examine relative locations of the <br />chemical storage and feed rooms and how chemical <br />deliveries are made to the site(s). <br />Plant Layout — Collective <br />Assembly of the Features <br />The many topics discussed above are just some of the basics <br />that goes into developing a suitable facility layout. SEH's <br />design team is very experienced in laying out plants with good <br />room and purpose organization/grouping that have good <br />"process flow" both initially and with potential future plant/ <br />process additions. Once we have a plant layout assembled, <br />we will meet with the Minnesota Department of Health (MDH) <br />regulators to build understanding and consensus with an <br />initial review of the proposed facility. This is standard protocol <br />for SEH to get the MDH involved early as we have found this <br />promotes quick project approvals down the road. <br />Site Layout — Blending Facility <br />Configuration with Site Constraints <br />The size, relief, topography, location and roadway access <br />are just some of the features that drive facility layout and <br />then how that facility is placed upon the site. As ideas for <br />Ramsey's water treatment facility are vetted, SEH's design <br />team will work with the facility's shape to fit it upon the <br />City's proposed site. The SEH/Ramsey project will spend <br />time discussing how to make the best use of the site and <br />how to best site the facility to be a good neighbor to those <br />nearby, while at the same time offering good access for <br />construction and plant operations. The Preliminary Design <br />report will include the facility site & utility layout drawing. <br />Cost Estimation <br />SEH's extensive experience with water treatment plants <br />and water contractors allows us to prepare accurate cost <br />estimates based on similar projects and the current market <br />prices for equipment and materials. As part of this project, <br />we will prepare construction estimates and 50-year, present - <br />worth, life -cycle cost estimates for each alternative. This <br />will allow the City to have accurate cost information for the <br />various facility layouts and select water treatment solutions <br />that best serves the needs of the City. <br />Rate Assessment <br />With the cost estimation work completed, SEH will then have <br />the information to review the City's existing water rates and <br />recommend changes as necessary to cover the capital and <br />O&M costs associated with a new water treatment plant. <br />Funding <br />A good idea, without the financial means to make it come to <br />life, will remain just another good idea.
