lour Misiion: To work together to reiposibty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 6. 2. <br />Meeting Date: 11/26/2019 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Public Hearing: Adopt Ordinance #19-14 Adopting the 2020 Schedule of Rates, Fees and Charges <br />Purpose/Background: <br />The city annually adopts a schedule of rates, fees and charges which outlines the fees that the <br />city charges for such items as building construction, business licenses, utility rates and planning <br />and zoning. <br />A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right <br />column of the schedule. The majority of the changes from 2019 to 2020 are reflected in the <br />utility section related to sewer and water rates. <br />In the Building Construction section, the only fee proposed to change is the Water Availability <br />Charge (WAC) from $1,331 to $1,365 per address as recommended in the City's 2017 <br />Comprehensive Water System Study. <br />Under the Business section, the only change proposed is to switch from a per transaction fee for <br />pawnbroker transactions to an established yearly fee. See attached memo from City of <br />Minneapolis in regards to this change. <br />The Professional Services section has only one change for Police Officer billable time to reflect <br />the average 2020 personnel costs (salary and benefits) of Patrol Officers and Sergeants for when <br />their time is billed out for respective events such as Game Fair. <br />The Utility Section has been updated to reflect the following increases: water usage rates at 2% <br />per quarter and sewer usage rates at 1% per quarter and Connection Charges (both sewer and <br />water) at 2.5% which are all per the 2017 Comprehensive Sewer and Water Studies. Water and <br />sewer laterals are proposed to increase at 3% for residential and commercial construction based <br />on the construction cost index since 2012. All of the proposed utility rates are lower than the <br />average 2019 metro rates for like utilities. <br />Notification: <br />
