Mayor Gamec stated that if they are going to start banning kids from streets they will be asking <br />for more trouble. Homeowner Associations have their own rules that they can develop, but to <br />prohibit the use of private streets by kids does not seem necessary. <br /> <br />Councilmember Hendriksen stated that the solution would be to not have private streets. He felt <br />that private streets are a one-time benefit with a lifetime of problems. In reviewing the width <br />requirements he did not think that if cars were parked on either side of the road a car would not <br />fit through the street. <br /> <br />City Engineer Olson explained that standard City streets are 30 feet and generally there are no <br />parking restrictions. On the 24-foot streets there would be no parking permitted. On a 28-foot <br />street, parking would be permitted on one side. <br /> <br />Councilmember Hendriksen stated that the City currently does not permit parking on any City <br />street between 2 a.m. and 6 a.m.,, which means that residents don't get into the habit of parking <br />on the street. If they are going to have a townhome development with limited parking space on- <br />street parking will increase. <br /> <br />City Engineer Olson inquired if Councilmember Hendriksen would agree with private streets if <br />they were wider. <br /> <br />Councilmember Hendriksen replied that it was one of the reasons he was opposed, but there were <br />others. <br /> <br />Councilmember Kurak stated that the private drives would be considered driveways and typically <br />in those types of developments there are convenants that prohibit parking on those private drives. <br />She stated that she does not have a problem with private streets because they are not long and <br />they only accommodate those units along the private drive. On the main thoroughfare going <br />through the townhome development she did not think that parking should be permitted. <br /> <br />Councilmember Zimmerman stated that the City has an obligation for public service and that is <br />his main concern. He wants to make sure that there are wide enough streets so that Police and <br />Fire activities can take place. <br /> <br />Councilmember Anderson questioned why the City would want to permit private streets. <br /> <br />Mayor Gamec replied that most people that live within townhome developments are very happy <br />with private drives. Private drive cuts down plowing time for the City and costs for road <br />maintenance. He felt that having the main thoroughfare as a City street with the off streets being <br />private drives is appropriate. <br /> <br />Councilmember Anderson questioned what difference private drives make. <br /> <br />Mayor Gamec replied that one issue is cost, but without private drives they don't have townhome <br />living. <br /> <br />Public Works Committee/January 15, 2002 <br /> Page 8 of 10 <br /> <br /> <br />
