Councilmember Kurak noted that all of the setback requirements that are required on public <br />streets would eliminate the possibility of townhome developments. <br /> <br />City Administrator Norman stated that they should not be considering them as private streets, but <br />rather as a shared driveway. Without them they will not have townhome developments. He <br />noted that the purpose of the case was to determine whether the City should have a policy <br />regarding private streets. <br /> <br />Councilmember Kurak stated that there definitely needs to be a policy in place. <br /> <br />Councilmember Anderson inquired as to how the fire department would gain access to the <br />private drives if they have not been plowed. <br /> <br />Director of Public Works/Fire Chief Kapler replied that they have the same issue on any <br />driveway in the City. <br /> <br />Councilmember Anderson noted that there are more people in a townhome development. <br /> <br />City Engineer Olson stated that staff is looking for direction so that they know what to say to <br />developers as they come to the City. <br /> <br />Councilmember Zimmerman stated that he would like to make sure that staff has contact with <br />other cities who might have similar requirements to see if there is anything the City is missing. <br /> <br />Mayor Gamec inquired if the fire department has any difficulty in dealing with 24-foot streets. <br />Director of Public Works/Fire Chief Kapler replied no. <br /> <br />Councilmember Zimmerman questioned the impact on having private drives with the new aerial <br />ladder truck. <br /> <br />Director of Public Works/Fire Chief Kapler replied that those issues had been covered with the <br />recommended policy. <br /> <br />City Engineer Olson stated that he would talk to other cities regarding their polices for private <br />drives. <br /> <br />Councilmember Hendriksen inquired if there would be storm sewer in the private streets and who <br />would be responsible for maintaining them. <br /> <br />City Engineer Olson replied that the City would be maintaining the storm sewer system in those <br />streets. <br /> <br />Public Works Committee/January 15, 2002 <br /> Page 9 of 10 <br /> <br /> <br />
