NW would benefit the greatest by the addition of full turning movements due to the amount of
traffic expected. Instead of upgrading Azurite Street NW, with full turning movements at a cost
of $120,000, staff felt that the safety of the traveling public would be best served with the
improvement to the intersection of Sunwood Drive and County Road 116. Azurite Street was
again proposed as a right turn lane only. Since the County has scheduled Sunfish Lake
Boulevard as a potential overlay project this year, staff requested that they improve Sunfish Lake
Boulevard with full turning movements and the City would fund the southbound fight turn lane
only as outlined in the Sunwood Drive NW plan. Staff recommended that the Committee
authorize the preparation of a change order to the Sunwood Drive project, once awarded, for the
construction of full turning lanes at the intersection of Sunwood Drive NW and County Road 116
(-$120,000) and pay Anoka County its share (-$30,000) of the cost for constructing a
southbound right turn lane on Sunfish Lake Boulevard and Sunwood Drive.

Councilmember Hendriksen inquired as to whom staff met with from the County.

Principal City Engineer Olson replied that staff met with County Engineer Fisher and
Commissioner Dennis Berg.

Councilmember Zimmerman stated that he believed that C.R. gl 16 will carry a lot of traffic in
the future and will probably be turned into a four-lane road. He thought it would have been
beneficial to have the C.R. #116 plans before developing the road, but he thought they were
trying to do the best they could with the money they have, noting that it will probably be in
conflict with future plans for C.R. gl 16.

Principal City Engineer Olson noted that one of the driveways for Wendells will be eliminated.

Councilmember Kurak inquired as to what would happen with the money the City spends for the
intersections if they widen C.R. gl 16.

Principal City Engineer Olson replied that he did not know how temporary the intersections
would be, but noted that the City would abide by whatever the corridor study indicates.

Councilmember Hendriksen stated that the City has signed plans for Sunwood Drive so the City
is not required to do anything the County is requesting pertaining to Sunwood Drive.

Principal City Engineer Olson noted that the City still needs a permit from the County, but the
plans have already been signed.

Councilmember Hendriksen stated that another option would be to construct Azurite Street as a
cul-de-sac and leave the access to Wendells along C.R. gl 16.

Principal City Engineer Olson replied that the County would prefer that Azurite Street be a cul-
de-sac because they feel that leaving a driveway along C.R. gl 16 would be safer than adding a
street.

Public Works Committee/February 19, 2002
