Councilmember Hendriksen stated that if the policy being required by the County is a new policy
then they don't know if it is a good policy or bad policy and they don't know if anyone else will
follow the policy. Maybe the City of Ramsey is being asked to pay $200,000 and then no one
else will follow the policy.

Principal City Engineer Olson replied that other cities are going through the same issues.

Councilmember Zimmerman requested that staff receive an opinion from the City Attorney
regarding the signed plans.

Principal City Engineer Olson noted that the turn lanes at Sunwood Drive are required and what
staff was attempting to do was to find the best solution for the entire system.

Councilmember Hendriksen felt that the was being forced to go through a considerable amount
of measures to match a street and eliminate one driveway. He recommended inviting the County
to a future meeting.

Councilmember Anderson stated that if they have a new County Engineer she would like to get
off on the right foot with the new County Engineer.

Principal City Engineer Olson stated that staff is looking to come up with a compromise and it
was staff's opinion that it would make more sense to place the higher standards at the Sunwood
Drive and C.R. #116 intersection rather than at Azurite Street.

Councilmember Kurak inquired as to where the additional funds would come from.

Principal City Engineer Olson reviewed the overall financing of the project.

Councilmember Kurak inquired if there would be any funds required for the project that would
be detrimental to the City of Ramsey.

Principal City Engineer Olson replied no, noting that the funds for the entire project would come
from TIF and State aid funds.

Mayor Gamec inquired if there were any other projects that would be considered for MSA funds
in the City.

City Engineer Jankowski replied no.

Principal City Engineer Olson noted that the County has agreed to the compromise.

Councilmember Hendriksen inquired if Azurite Street will be right-in right-out only.

Principal City Engineer Olson replied not immediately, but would have a right turn lane.

Public Works Committee/February 19, 2002
