COMMITTEE BUSINESS

Case #1: Water System Update

Principal City Engineer Olson stated that much has happened since 1999. The City has talked
seriously about the creation of a Towne Center area, industrial development has increased,
townhouse projects are appearing more often, and single family residential developments are
being approved. All of these things can and will have an impact to the existing utility
infrastructure. Since the projections of water supply and demand as well as requirements for
storage for fire suppression are based on per capita and industrial uses, there seems to be a need
to re-evaluate the projections and update the water system study. Staff feels that there are enough
Citywide changes since 1999 to warrant an update of the water system study. Staff requested
authorization to actively pursue grant opportunities to accomplish this task.

Bob Brown, Bolton & Menk, gave a brief overview of the existing water system, current water
demands, water supply, water quality, the City's water storage distribution system, and what the
City's future water requirements will be.

Councilmember Zimmerman inquired as to how the development of the Town Center would
impact the well field.

Mr. Brown replied that the City would have the ability to develop around the well field by
identifying the location of future wells prior to development.

Councilmember Anderson inquired if it was possible for the City to have different wells in
different aquifers in the future.

Mr. Brown replied, yes.

Councilmember Anderson inquired if there were any issues with the City's water quality for
children.

Mr. Brown explained that the level they would be concerned about for children is the nitrate
level. He stated that the nitrate level in the City of Ramsey water supply is very low.

Councilmember Zimmerman inquired if there was any way to treat arsenic with the equipment
the City already has.

Mr. Brown replied that it would be quite easy for the City to treat the arsenic levels if a good iron
and magnesium plant is built.

Councilmember Kurak stated that the future water tower is proposed to be situated in the location
of the proposed town center location and inquired if there was any way to place the water tower
in another location as to not impact the town center site.

Public Works Committee/March 19, 2002
