Mr. Brown replied, yes.

Councilmember Hendriksen stated that according to the handout presented by Bolton and Menk
it appeared that a new water tower would not be needed until 2010 to 2015, but it was scheduled
to be constructed in 2005 and questioned why.

Mr. Brown explained that the schedule Councilmember Hendriksen was referring to was from
the study done in 1999. When the water tower is constructed, will ultimately depend on the
water demands in the City.

Councilmember Hendriksen inquired if Bolton and Menk was recommending that they delay the
construction of a new water tower past the year 2005.

Mr. Brown replied that more storage is always good.

Principal City Engineer Olson explained that sometime between the years 2005 to 2010 the City
would hit the 2 million gallon capacity requiring the need for another water tower.

Councilmember Hendriksen stated that either the City is not building according to the table or the
table is wrong. He inquired if Bolton and Menk was going to update the table so that they could
have a more accurate picture of the water system.

Mr. Brown explained that the City would be over its capacity in 2010 without a new water tower.

Councilmember Hendriksen inquired if they should have the new water tower functioning by
2010.

Mr. Brown replied correct.

Principal City Engineer Olson stated that the population projections were done in 1999 so it
might not be a bad idea to get a more current population projection because it does have a direct
impact on the City's water system especially since the town center site was not included in those
projections.

Councilmember Kurak stated that it might be beneficial to wait on putting together the
population projections for six months until they have a better understanding of what the town
center site will look like.

Councilmember Anderson stated that the City came very close to running out of water and she
did not want that to happen again.

Principal City Engineer Olson inquired if the Council would be interested in having Bolton and
Menk update the study.

Public Works Committee/March 19, 2002
