Councilmember Hendriksen inquired as to why they are deciding to run sewer and water to the <br />Ramsey Professional Building without them asking for it. <br /> <br />City Administrator Norman replied that it was asked for as part of the negotiations. The Council <br />approved that action in November. The only issue before the Council is the $22,700 for the B & <br />B Carpet property. <br /> <br />Mayor Gamcc noted that they could eventually use the easement for storm sewer drainage if it <br />becomes necessary. <br /> <br />Principal Engineer Olson replied that that was correct. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council authorize the $22,794 to B & B Carpet to assist them in moving Highway #10 access <br />contingent upon execution of a purchase agreement between the City and B & B Carpet for <br />acquisition by the City of fee title to the 42 foot frontage road across the south side of the parcel, <br />acquisition of the right of access from Highway #10 to parcel, and the acquisition of a permanent <br />drainage and utility easement over the said northerly 30 feet of the parcel. <br /> <br />Further discussion: Councilmember Zimmerman inquired as to what the cost would be for <br />Ramsey Professional Building to extend sanitary sewer and water to the building themselves. <br />City Engineer Jankowski replied that they received a bid for $46,113, which would include <br />extending the utilities to the edge of their property. Councilmember Hendriksen stated that they <br />may have approved the Ramsey Professional action in another meeting, but they need to <br />understand what is occurring. He stated that it sounded to him like Ramsey Professional was <br />receiving a lot, but what are they giving back to the City. City Attorney Goodrich replied that the <br />City would be receiving the frontage road easement the utility easement and right of access. <br />Councilmember Zimmennan inquired if the appraisal value for the easements was about equal to <br />what they would be paying out. City Administrator Norman replied that the appraisal value on <br />what they are giving to Ramsey Professional Building is very close. On B & B it is significantly <br />less. City Attorney Goodrich stated that the Ramsey Professional Building transaction is <br />probably not a real good deal for the City, but the B & B Carpet issue makes it a good deal for <br />the City. Councilmember Hendriksen stated that Ramsey Professional Building was very <br />adamant about the fact that the driveway was moved, but that tums out not to be the case which <br />minimizes their case. Councilmember Zimmerman inquired if staff can research what the states <br />total right of way needs are going to be through the City of Ramsey. City Administrator Norman <br />replied that staff would put a report together. Councilmember Zimmerman inquired as to when <br />the environmental review will occur. Principal Engineer Olson explained that there has been a <br />lot of emphasis placed on the corridor to continue on with the next step. MnDOT has committed <br />that they are going to place a high priority on the project. The bridge study is in their <br />environmental review study and Highway #10 will probably have to go through the same type of <br />process. Councilmember Zimmerman requested that staff impress on MnDOT that giving funds <br />to Sherbume County and ignoring Ramsey and Anoka County makes no sense because the <br />congestion exists in Ramsey and Anoka. Principal Engineer Olson agreed and noted that he had <br />expressed their concerns.
