Street Supervisor Riemer replied for the most part, but noted that they did have some vandalism.

Councilmember Kurak stated that 120 people participating in the program does not seem like a
lot.

Street Supervisor Riemer noted that it was the first year the program was in place.

Mayor Gamec inquired if took a lot of staff time to repair the sod damage.

Streets Supervisor Riemer replied no, explaining that it typically takes about four days to do the
repairs and typically what is done is that they place down black dirt with seed. He also noted that
staff corrects the sod damage whether or not they have received a complaint.

Councilmember Zimmerman inquired if the City has adequate equipment to keep up with all of
the additional roads coming into the City.

Street Supervisor Riemer replied that they should be okay for the next season, but after that will
probably need more equipment.

Director of Public Works/Fire Chief Kapler noted that they have put together a public works
equipment program, which will be discussed during the budget process.

Councilmember Zimmerman inquired if the City has explored other melting agents other than
salt.

Street Supervisor Riemer explained that he had attended a couple of seminars regarding new
options, but the biggest issue is the cost.

Councilmember Zimmerman stated that a lot of the trees in Anoka County are dying, but they are
not certain that it is related to using 100 percent salt. He questioned if it is at all possible to cut
back on the salt or use a mix.

Street Supervisor Riemer replied that staff does prefer to use salt to dry off the main roads. He
explained that there are other options that are not as bad as salt, but they are more expensive.

Councilmember Anderson stated that she had heard that salt is contributing to the problems in
County ditch 66.

Principal City Engineer Olson explained that County ditch 66 did have an elevated chloride level
and it was concluded that it might be from the salt, but it has been determined that the City has
the same salt practices as other cities.

Councilmember Zimmerman inquired as to what portion of the lot recently acquired by the City
next to Public Works was going to be used for public works.

Public Works Committee/April 16, 2002
