Principal City Engineer Olson reviewed the proposed use of the site.

Mayor Gamec noted that he has received a couple of calls regarding a lot of street parking
between Amcor and Vision Ease along 143ra Avenue.

Principal City Engineer Olson replied that it Vision Ease employees parking along the road. He
explained that the road was designed to accommodate parking on both sides, but the Council
could prohibit the parking on the street.

Mayor Gamec stated that it was his understanding that some of the trucks are having a difficult
time getting through the area.

Councilmember Zimmerman requested that staff bring back a recommendation regarding the
parking along 143rd Avenue.

Street Supervisor Riemer stated that with the School District's policy change regarding busing,
students within a two mile radius of Ramsey Elementary School will be forced to find an
alternate means of transportation to get to school. One option will be to walk. The Public Works
Department will be impacted significantly, as they will be called upon to clear the trails in the
affected area before the beginning of the school day. The Public Works Department will
continue to discuss options throughout the summer to find a solution.

Parks/Utilities Supervisor Boos stated that when the Council has its joint meeting with Park
Commission the main focus will be on the trail system. The equipment that will be necessary to
keep the trails clean will have to be discussed during the budget process.

Councilmember Hendriksen inquired as to how many miles of trails would have to be
maintained.

Parks/Utilities Supervisor Boos replied that there would be approximately 20 miles of trails.

Councilmember Hendriksen noted that what they are really talking about is a transfer of expense
to the City as opposed to a savings by implementing the 2 mile walking zone.

Parks/Utilities Supervisor Boos stated that to get the trails clean prior to school start time will
become a significant burden on the City.

Councilmember Anderson stated that once it gets cold most of the students will probably be
driven to school or chose to pay for bus service, but understand that they will have to keep the
trails clean.

Mayor Gamec complimented the street crew for all of their work over the winter.

Public Works Committee/April 16, 2002
