Case #3: <br /> <br />Consider Potential Alignment of 167th Avenue NW between CSAH 5 and <br />C.R. #83 <br /> <br />City Engineer Jankowski stated that at a recent Planning Commission meeting several residents <br />appeared to request that the proposed extension of 167th Avenue between CSAH 5 and C.R. #83 <br />as a future collector street be eliminated from the City's Comprehensive Transportation plan. In <br />response to this request the Council directed that City staff prepare some possible alignments of <br />this roadway for their review. Staff has identified two alternatives using a mosaic of aerial <br />county half sections. <br /> <br />Principal City Engineer Olson reviewed an aerial map of the area with the proposed road <br />alignment and two alternatives. Staff recommended adding the northern alternative in the <br />Comprehensive Plan and eliminating the existing alignment. <br /> <br />Mayor Gamec inquired if the area is identified as a future road can the City take the necessary <br />right of way as the land is developed. <br /> <br />Principal City Engineer Olson replied yes, noting that there will be some significant issues that <br />will arise as the road is developed. <br /> <br />Motion by Councilmember Hendriksen seconded by Mayor Gamec, to recommend that the City <br />Council approve the preliminary concept of the northern route. <br /> <br />Further discussion: Councilmember Kurak inquired as to what timeframe staff anticipated the <br />road to be constructed. Principal City Engineer Olson replied that he was unsure, once <br />development starts to occur and the cost to the City is reduced by receiving some of the right of <br />way the chances of the road being constructed is more likely. He did not expect construction to <br />occur in the next five years. Mayor Gamec inquired if the new proposed route would be <br />designated as an MSA street. Principal City Engineer Olson replied yes. Councilmember Kurak <br />inquired if the change in the road alignment require a Comprehensive Plan amendment. Mayor <br />Gamec recommended that staff discuss with City Attorney if a Comprehensive Plan amendment <br />would be needed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Presentation of Wellhead Protection Requirements for City Wells <br /> <br />City Engineer Jankowski stated that Wellhead Protection is a program intended to prevent <br />human-caused contaminants from entering wells used by public water supply systems. Replacing <br />contaminated wells is costly, as is constructing treatment facilities to remove harmful <br />contaminants. The Minnesota Department of Health was granted authority by the Minnesota <br />Groundwater Protection Act (Minnesota Statute 1031 Section 3 Subpart 5) to prepare rules <br />specifying Wellhead Protection measures for public water supply wells. The purpose of the case <br />was to provide Council with a brief overview of the Wellhead Protection Program as it relates to <br /> <br />Public Works Committee/April 16, 2002 <br /> Page 8 of 12 <br /> <br /> <br />
