· Further discussion: Councilmember Hendriksen stated he thinks dealing with tricky policy <br /> matters and thrashing them through is the purpose of Public Works Committee. Mayor Gamec <br /> stated they have looked and thrashed this over for years and it is time to make a move. <br /> Councilmember Hendriksen questioned how they can have a public hearing if the City Engineer <br /> does not know what to s end o ut. Principal City Engineer O lson stated there would not be a <br /> public hearing, however, these issues will be brought back for future discussions. Jan Pomeroy, <br /> 5430 155th Lane NW, asked why they have the charter amendment if they have to go through this <br /> time and again. Mayor Gamec responded this discussion is regarding costs, the charter still <br /> applies. Chairperson Zimmerman stated the proper maintenance has never been done here, <br /> which could fix the road. Councilmember Anderson stated in the past there was a little <br /> opposition to sewer and water in these areas, and on this Council there are at least a couple of <br /> people who do not want sewer and water. Chairperson Zimmerman informed the residents if <br /> they obtain a petition signed by more than 50 percent of the residents he will vote for it. <br /> <br />Point of order was requested by Mayor Gamec and seconded by Councilmember Anderson. <br /> <br />Motion failed. Voting yes: Mayor Gamec and Councilmember Anderson. <br />Councilmembers Hendriksen and Zimmerman. Absent: Councilmember Kurak. <br /> <br />Voting no: <br /> <br />Councilmember Hendriksen stated he would not be voting for the project as it is depicted here, as <br />other citizens would be picking up $250,000. <br /> <br />Chairperson Zimmerman stated his original thought was to follow the original assessment <br />procedure. <br /> <br />Councilmember Anderson commented the Engineering Staff did what they were asked and the <br />Council is now saying they do not like what they came up with. <br /> <br />Councilmember Hendriksen stated he disagrees not with the feasibility study on the engineering <br />side, it is the feasibility of saying the City will pay $250,000 that he objects to. He indicated <br />support for a motion to look into this area in a comprehensive way, however, he does not think <br />anyone said the City would pick up the lion's share for an indeterminate amount of time. <br /> <br />Councilmember Anderson requested Councilmember Hendriksen to identify which costs he <br />disagrees with. <br /> <br />Councilmember Hendriksen stated the total cost of the project placed the cost of each three lot <br />unit at $40,000, however, this report puts their costs at $7,000 each. There is a $33,000 <br />difference, which suggests the City is going to be holding the bag on a quarter of a million <br />dollars on this project. He stated that maybe the City will get it back and maybe they will not, <br />but he does not think the Council ever had a discussion on how they would pay for the project <br />and he opposes setting that expectation for the residents. <br /> <br />Councilmember Anderson stated these funds are to be utilized for these kinds of projects. <br /> <br />Public Works Committee/July 16, 2002 <br /> Page 12 of 28 <br /> <br /> <br />
