After questioning the residents present, Chairperson Zimmerman moved Case #4 and Case #5 to <br />the begim~ing of the agenda. <br /> <br />Case #4: Presentation of Feasibility Studies for the three projects south of City Hall <br /> <br />Principal City Engineer O lson s tared t hat t he purpose o f t his case i s t o p resent t he feasibility <br />studies that staff was directed to prepare for the three projects south of City Hall: <br /> <br />Improvement Project 02-20 <br />Improvement Project 02-21 <br />Improvement Project 02-22 <br /> <br />South of City Hall Campus Sewer Water and Street <br />Construction <br />t51st, 152nd and Fluorine Street NW Sewer Water and <br />Street Construction <br />Pondvale Sewer Water and Street Construction <br /> <br />Principal City Engineer Olson explained Improvement Project 02-22 includes 150th Lane and <br />Helium Street, which is an existing paved street with bituminous curbing. It was originally <br />platted with eight separate owners, each property owner had the access and ownership of three <br />lots. It was platted to be able to subdivide and to accommodate sewer and water in the future. <br />An informational meeting was held with the residents prior to this feasibility study being ordered. <br />They discussed possible solutions to no sewer and water and to drainage concerns, as well some <br />of the potential funding mechanisms. According to the City charter they cannot assess for sewer <br />and water improvements; the feasibility study proposed to install sewer and water. The storm <br />sewer would all be funded by the storm water utility, the new streets and new curb would be <br />funded b y a combination o f assessments and City funds. He advised this feasibility study is <br />controversial because they wanted to discuss the option of the City paying for a portion of the <br />curb and gutter. These streets were built in 1985 and are fight on the 17 to 19 year period where <br />they would be overlaid in the next few years; they were scheduled for overlay in 2003. There <br />were numerous discussions with residents; some were in favor of water and some were against it. <br />Back in 1996 there was a petition that requested the extension of sewer and water. That request <br />went to a feasibility study, wh/ch was written. The residents wanted it to be denied because the <br />majority did not want sewer and water in their neighborhood. There was also concern relating to <br />the installation of curb and gutter in the neighborhood because they did not have sewer and <br />water. At the informational meeting, everyone was not in support but it was discussed that the <br />City may pay for the installation of the utilities. Staff suggested that if the City pays for the trunk <br />utilities the residents would have the option to hook up when and if a septic system fails. It <br />would also give them the opportunity to hook up to sell the remaining two lots, as they were all <br />platted in groups of three. The feasibility study says at the time they decide to hook up they <br />would pay sewer and water trunk and lateral fees at the current rate in the schedule of rates and <br />fees. The approximate costs would be $83,000 for street construction, $39,000 for storm <br />drainage construction, and $65,000 for water construction. <br /> <br />Councilmember Anderson asked if the homes have curb and gutter or a rolled edge. <br /> <br />Principal City Engineer Olson responded they do not have concrete curb and gutter; that would <br />be an upgrade.
