always been to install concrete curb and gutter. Staff looked at 50 percent of the cost of concrete <br />curb and gutter, which is currently about 31 feet wide, this would widen it to the City standard of <br />32 feet. He explained these feasibility studies include a new idea of installing sewer and water <br />with City funds and being reimbursed upon hook up. <br /> <br />Councilmember Anderson inquired about the overlay due in 2003. <br /> <br />City Engineer Jankowski explained the Street Maintenance Future Program had indicated some <br />large expenditures coming up and they are in the process of spreading them out. The condition <br />of this street is still fair, and it would be scheduled for after 2003. <br /> <br />Councilmember Anderson asked the difference between the street constrUction costs listed and <br />the cost they will have anyway when the overlay is completed. <br /> <br />Principal City Engineer Olson responded that was not.the sole reason the feasibility study was <br />put together. Back in 2000 there was a request for a plat, there were drainage problems in the <br />area to the northeast and some drainage concerns and requests for sewer and water in the area to <br />the south. Their direction was to take a comprehensive look at this whole area, some things that <br />came from the discussions with the residents are addressed in this feasibility study. One issue <br />was "Due on Sale" where a property owner is required to hook up on the sale of their house. It <br />has been the general consensus of the Council to have that ordinance repealed. Staff feels that <br />can be accomplished upon the 60 day waiting period or at Council request. W hen there is a <br />feasibility report and a public hearing is held, they must wait 60 days before action can be taken. <br /> <br />Councilmember Anderson commented that the a mount t he residents need t o consider i s a n et <br />figure of the difference between the feasibility report and the cost of the overlay due in 2003. <br /> <br />Councilmember Hendriksen stated before they assure people they will not be forced to hook up <br />they need to make sure some outside agency would not compel them to force the residents to <br />hook up. They could take the "Due on Sale" clause out of the ordinance but they need to be <br />cognizant of the Metropolitan Council and State as far as being required to hOok up once sewer <br />and water is in a street. There was a statement made in the minutes of the Metropolitan Council <br />or their actual response to the City's Comprehensive Plan that included some verbiage that <br />suggested they were expecting the City to enforce that policy to force people to hook up. He <br />believes this is within two years. ' <br /> <br />Mayor G amec stated the only reason for putting sewer and water into any residential area in <br />Ramsey comes from the City Council, the blame or glory should not be put on other agencies. <br />He stated that the Council is responsible unless there is a pollution problem, which every citizen <br />or the Council should be happy to solve. <br /> <br />Chairperson Zimmerman stated over the last few years the State has gotten more power as the <br />Metropolitan Council forces zoning they do not want. The City is required to follow their <br />Comprehensive Plan, which has to be approved by the Metropolitan Council.
