wants to develop on Highway 47 and Alpine Drive, that will cause more watersheds. Mr. Hatch <br />stated they started getting billed for storm drainage run off. He called the City to ask what that <br />was for and they said that was because when the City was being developed in the 70rs there were <br />funds for maintenance and now it is being used for other things. <br /> <br />Principal City Engineer Olson explained the Storm Water Utility is not being used for this <br />development. The Storm Water Management Impact .Fee is the money that every new <br />development pays for. They are proposing to allow him to utilize that money up to the amount <br />he was going to pay, anything above and beyond he would pay. This is the same policy they. have <br />for storm sewer and water trunk as they have done in the past. <br /> <br />Mr. Hatch Stated the development on Highway 47 and Alpine Drive would cause more water run <br />off, they needed overflow, which is why the storm drain that goes down 155th Lane had to come <br />in. Because the pipe is coming down their street they had the meeting at Jan Pomeroy's house. <br />They discussed how much more it would be to have City sewer and water pipes at the same time <br />since the road will be all torn up by the developer. Olson had thought at that time the pipes could <br />be put in at the same time. It would be dead pipe, which would have to run to the new <br />development at Riley Estates. <br /> <br />Principal City Engineer Olson said a couple of questions had been asked at the meeting. First <br />was whether this storm sewer would increase their property values, which would increase their <br />property tax.- That is difficult to say. If sewer and water goes in their property values will go up, <br />which is the only reason Section 429 allows assessments of sewer and water. He does not <br />recommend one block of sanitary sewer and water without pipes being connected, hoping <br />someone will catch that when this other block is constructed. <br /> <br />Chairperson Zimmerman asked whom on staff level brought up the idea it would be feasible to <br />add utilities at this time. <br /> <br />Principal City Engineer Olson responded no one b~'ought that up, residents at the informational <br />meeting asked the question. <br /> <br />Ms. Miller stated they want to know what the cost would be for sewer and water. They paid to <br />have the road redone; they all paid for assessments of 155th Lane in order to accommodate the <br />City and the new development on the other side of Highway 47. They are concerned about their <br />wetland; they do not want it to change. Everything around them is developing and they are <br />asking questions. She asked what size pipe they are putting in to connect the wetlands in the <br />street and what size pipe would be put in their street. <br /> <br />Principal City Engineer Olson responded the pipe under Highway 47 connecting the wetlands <br />would be 18 inches and an 18~inch pipe would be put in their street. <br /> <br />Ms.' Miller stated they have a tot of concerns and know there is a time frame.
