Principal City Engineer Olson stated the changes to this plan would have been done as a result of <br />discussions at the informational meeting. He has done everything he could have to change the <br />alignment and save trees. <br /> <br />Ms. Miller said they have a lot of questions. They are not slated to have their road dug up and <br />they do not need it to be resurfaced. They do not know why the City has decided to use their <br />street and they want to know what their options are. <br /> <br />Mayor Gamec explained they can look at holding off on doing the street but they cannot hold up <br />the project. They could keep the road dirt and have the developer hold off on finishing the road, <br />which would be next year. According to State law, when they do something on a public right-of- <br />way the City has rights to do what they need to and to charge them. The public right-of-way is <br />like their property and they can do a lot without hearings .... <br /> <br />Mr. Barrett stated they had this big discussion centered around money and cost savings. <br />However, this summer Alpine Drive east of Barium Street was dug up to tie into the trunk line <br />south of Alpine Drive and create an access for Alpine Estates. Also, last summer Highway 47 <br />was developed. He asked why they did not tear up all of Alpine Drive this summer so the <br />property being developed north and south of Alpine Drive could have tied into the sewer. <br /> <br />Mayor Gamec stated if there is not a developer the City would pay for it and it would go on City <br />taxes. There is a total overall plan for drainage sewer and water and the developers link into it <br />and pay for it. If the City did it ahead of time taxes would quadruple. <br /> <br />Chairperson Zimmerman noted it,appears there was not enough information to satisfy this group <br />at the informational meeting. Part of the problem they have is that they are asking the residents if <br />they want to hook up to sewer and water without having them petition the City. <br /> <br />Principal City Engineer Olson explained the current policy i s i fthe residents w ant s ewer and <br />water they need to petition their neighborhood and get it approved. The City will then do a <br />feasibility study if over 35 percent of the residents affected want it. The projects that were <br />previously discussed were Council authorized. The Council can ask for a feasibility study <br />without a petition. <br /> <br />Councilmember Hendriksen stated he has three points. The first deals with Mr. Barrett's <br />property, he asked if there is a wetland on the property. <br /> <br />Mr. Barrett responded it is not designated as a wetland, it is a low area on his property. When he <br />moved to his property in 1999, in the back was a very large slew area that was swamp grass and <br />perpetuallywet. I f they saw the lay of the land east on 155th Lane they would see that is a <br />funneling area where all the rainwater collects and percolates back to the park and the whole area <br />behind there. <br /> <br />Councilmember Hendriksen asked if they are draining into or out of the wetland. <br /> <br />Public Works Committee/July 16, 2002 <br /> Page 21 of 28 <br /> <br /> <br />
