Principal City Engineer Olson responded they are and the County map shows 75 feet of drainage <br />and utility easement back there. <br /> <br />Mr. Barrett stated he has not seen that on any map, he just got one from the registrar's office at <br />City Hall about one month ago and there are no easement lines on that map. <br /> <br />Councilmember Hendriksen said if it turns out there are not easements on the property the City <br />would need to look into this, however, if the official registered map shows an easement the City <br />is entitled to use it. <br /> <br />Chairperson Zimmerman informed Mr. Barrett he could obtain a map at'the County office. <br /> <br />Councilmember Hendriksen stated the big part of the issue has to do with sewer and water. If <br />there is sufficient interest in sewer and water it makes sense to do at the same time as the street. <br />They should be able to get to some cursoW numbers quickly as to what the cost would be, if <br />people are willing to commit to that cost they would likely find a sympathetic Council. If not, <br />then the project will likely go through as proposed. He stated on a personal level, it is a tough <br />job sitting on the Council meeting after meeting, having comprehensive plans, development <br />agreements, and development and preliminary plats passed on a 3-2 vote. To have that happen <br />time and again, with the concerns he has about the quality of life, and to then have anger directed <br />at the entire Council instead of those individuals that cast those votes is very personal for him <br />because he really believes in the things he talks about. He would hope when residents are <br />directing comments they direct them to the people that did them because he did not. He <br />explained the Engineering staff may not have a formal feasibility study, but staff should be able <br />to get to cursory numbers quickly and give them an estimate as to what it would cost. They <br />could then inform them as to how many people would want this and if they could make it work. <br />Regarding notification to the residents when someone will be in their neighborhood, he has come <br />home after the gas company has been out and found a note on his door to re-light his pilot light. <br />The City tries to do the best they can. <br /> <br />Mr. Hatch suggested the pipe run straight down 155th Lane, rather than jogging over to get <br />behind Mr. Barrett's house. <br /> <br />Principal City Engineer Olson responded that the pipe is very flat and if it has to go any amount <br />of distance he does not think it will work. <br /> <br />Councilmember Hendriksen commented that in the Mississippi storm water drainage district one <br />of the residents wanted the pipe to run a different way and that is what they ended up doing. <br />Sometimes the people who live in the area have a better idea. He suggested Mr. Hatch contact <br />Principal City Engineer Olson at a later time if he wants to discuss this. <br /> <br />Mr. Hatch stated it is very important to pick the right councilmembers and mayor.
