they do not see it come back in a reasonable time, or the City Attorney says it is not feasible to
do, the project would have to go forward the way it is.

Principal City Engineer Olson advised they are still trying to get this on the July 23rd agenda, if it
is not on the agenda for the 23~d it will be on the August 13th agenda.

Case #1: Mailbox Placement in Cul-De~Sacs

Public Works Supervisor Riemer reviewed that last year staff proposed developing a policy to
move mailboxes out of the City's cul-de-sacs to improve snow plowing operations and help the
U.S. Postal Service do their job more efficiently. Public Works Staff met with the postal service
to receive their input and suggestions. He presented a diagram of their recommendation for
mailbox placement'in cul-de-sacs. Staff is recommending mailboxes be moved by November 1,
2002. S taft will assist with utility locates and provide recommended installation instructions
from the postal service. If Council passes the attached policy and resolution, information
regarding the change of policy will be available in the next issue of the Ramsey Resident.

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City
Council adopt a resolution establishing a policy for mailbox placement outside of the City's cul-
de-sacs.

Further discussion: Chairperson Zimmerman asked if the City would incur the costs of this.
Public Works Supervisor Riemer responded coordinating costs would be only expense.
Councilmember Anderson said she is affected and they do not have snow storage problems. She
has not seen many units that will accommodate three or four mailboxes that look decent. Mayor
Gamec commented townhomes and new developments have posts that hold many units and look
good. Chairperson Zimmerman noted from the Post Office's point of view they would be able to
stay on the main road and access the mailboxes. Mayor Gamec noted this problem is really in the
urban area. Public Works Supervisor Riemer explained there are only approximately 30
mailboxes in the City affected by this.

Motion carried. Voting Yes: Mayor Gamec and Councilmembers Zimmerman, Anderson, and
Hendriksen. Voting No: None. Absent: CouncilmemberKurak,

Mayor Gamec inquired if this had previously been taken care of through City Ordinance.

Public Works Supervisor responded that ordinance related to new developments.

Case #3: Update to Easement Acquisition along Alpine Drive

City Principal City Engineer Olson stated that the purpose of this case is to provide an update on
the negotiations of easements along Alpine Drive N-W for trail and storm sewer purposes. He
noted the maps of the proposed easements and a table that outlines the agreements that staff has
tentatively negotiated. O n March 1 9, 2 002, the Public Works Committee authorized Staff to
begin negotiations for t he easements necessary t o construct a trail along Alpine Drive and to

Public Works Committee/July 16, 2002
