Principal City Engineer Olson stated that if they were going to relocate the lights they could use
the existing light fixtures, but if they added an additional light they would still have to extend the
electricity and pay for the light pole.

Councilmember Hendriksen stated that they first need to be deciding whether or not the "wrong
side" is truly the wrong side. If the incremental value is many times more than 'leaving it where
its than they are not being frugal with their tax dollars.

Principal City Engineer Olson replied that it really is a matter of whether the lights are lighting
the intersection or would it be best to spend the money to relocate the lights to the other side of
the street.

Councilmember Hendriksen stated that there are many streets in the City that are not illuminated
at all and people don't need a light to physically drive on the road. He inquired if the angle of the
fixture determined where the brightest spot of the intersection will be.

City Engineer Jankowski replied yes.

Councilmember Anderson stated that case by case would probably be the best way to analyze the
intersections. She noted that sometimes lights end up shining in people's bedroom windows and
that is not what people want.

Councilmember Kurak stated that with the limited amount of funds they have she did not think
they should spend the money on moving existing lights, but rather focus on lighting unlit
intersections.

Councilmember Hendriksen agreed.

Mayor Gamec stated that if there is an intersection that is a real problem the Police and Fire
Departments should be able to give them that information and then they can address the problem.

Councilmember Anderson inquired if there has been any consideration given to the children that
will have to walk to school.

City Engineer Jankowski replied that he would agree that those areas should be given priority.

Councilmember Zimmerman requested that staff research some engineering manuals to see what
the suggested locations are.

Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to recommend that
the City Council direct staff to review existing light placements and bring back any suggestions
on lights that should be moved and authorize the installation of 2002 Street Lights.

Public Works Committee/August 19, 2002
