City Engineer Jankowski reviewed the City's street light policy, noting that he tends to think that
the primary purpose of the street light is to identify a intersection and then secondly illuminate
the pavement to safely make a turn.

Councilmember Zimmerman inquired if a City Engineer physically goes to the intersections with
Connexus Energy to identify the proper location for the lights or does Connexus make that
determination.

City Engineer Ja nkowski explained t hat staff notifies C onnexus o f t he intersections that have
been approved for lights and then Connexus puts together a plan, which is then approved by City
staff.

Councilmember Zimmerman suggested that in the future it might be beneficial for the City
Engineer to view the site so that the lights are placed in the proper location.

Street Supervisor Reimer noted that the primary function of the street light is to identify'
intersections.

Principal City Engineer Olson stated that if the Council wohld prefer that a specific side of the
street be identified as part of the process, than that language should be included in the policy.

Councilmember Zimmerman requested that staff research what other cities do regarding street
lights and report back to the Committee.

Mayor Gamec stated that their job as a Council is to approve the funds for the lighting, and leave
the location of the street lights up to the Engineers. He thought what happened in the past was to
keep down the costs by placing lights on existing poles.

Councilmember Kurak inquired if they could simply add another light to the problematic
intersections rather than moving the existing lights since the cost would be the same. '

City Engineer Jankowski replied that the City has done that at a few intersections. He
recommended addressing the intersections on a case by case basis.

Councilmember Kurak inquired if there were any intersections that should be addressed
immediately for safety reasons.

City Engineer Jankowski replied that some of the lights are at major intersections, but are
functioning fine. He noted that he had not received any complaints at those major intersections
and they have been there for some time.

Councilmember Kurak inquired as to the cost of installing a new light.

City Engineer Jankowski replied approximately $1,800.

Public Works Committee/August 19, 2002
