Further discussion: Mayor Gamec inquired if the City has a willing buyer for the property they <br />would automatically say no. He stated that the City currently owns the land so he did not see a <br />reason for the motion. Councilmember Anderson replied that they would be stating that the land <br />was not on the market. Councilmember Hendriksen stated that he did not think that they should <br />be actively trying to sell the land. If there was a compelling reason to sell it then the Council <br />consider it. Councilmember Zimmerman noted that there could be environmental factors on the <br />property they don't know about. Councilmember Kurak stated that she did not think that they <br />should be trying to market the property. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Anderson, Hendriksen, and Kurak. <br />VotingNo: Mayor Gamec. <br /> <br />Case #3: <br /> <br />Discuss Bituminous paVement Saw and Seal <br /> <br />Principal City Engineer Olson stated that the term" Saw and seal" refers to the practice of <br />sawing and sealing joints in pavement to control transverse cracking. In 1996, the State of <br />Minnesota issued a report on the use of the "saw and seal" procedure to accomplish this task. <br />The purpose of this case was to discuss the possibility of taking a proactive approach to .the <br />transverse cracking that occurs on City streets and discuss the options to see if this practice <br />should be considered for future projects. The cost to saw and seal according to 'the <br />recommendation guidelines from MnDOT amounts to about $10,000 per mile and $500 per <br />intersection. This is based on a 30 foot separation between joints. Two candidate projects that <br />provide some time to discuss this activity are the new section of Sunwood Drive between County <br />Road 116 and Sunfish Lake Boulevard as well as the new section o f Y akima Street t hat w as <br />installed in the Highlands at River Park subdivision. Sunwood Drive NW is a Municipal State <br />Aid route with heavy traffic expected. Yakima Street between Alpine Drive and 155th Lane NW <br />is a local residential road with moderate traffic and 155th Lane NW between Yakima Street NW <br />and the cul-de-sac is a low volume local residential road. The "saw and seal" of the bituminous <br />on Sunwood Drive NW could be done after the final layer of bituminous is installed and could be <br />done at a cost of -$5,500. The "saw and seal" of the bituminous for Yakima Street and 155th <br />Lane NW at a cost of-$9,500. <br /> <br />Councilmember Hendriksen inquired as to why they would not require the "saw and seal" be <br />constructed a s p art o f new improvements rather than t he City paying a substantial amount of <br />money. <br /> <br />Principal City Engineer Olson replied that is something they could do. <br /> <br />Councilmember H endriksen stated t hat t he City provides t he specifications o n roads a nd new <br />developments need to have o ne through street s o why not add t his t o t he specifications for a <br />period of time.
