Principal City Engineer Olson replied that the funds would have to come from the street <br />maintenance fund or revolving improvement fund. <br /> <br />Councilmember Kurak inquired if there were funds available in those accounts. <br /> <br />Principal City Engineer Olson replied that he would have to research that information. <br /> <br />Councilmember Zimmerman stated that the State of Minnesota issued the report, but the report <br />does not indicate that by doing the procedure the life of the street is extended. <br /> <br />Principal City Engineer Olson replied that the "saw and seal" procedure controls the cracking so <br />that prior to a sealcoat the cracks would already exist making the process more time efficient <br />rather than having to follow irregular cracks. <br /> <br />Councilrnember Zimmerman inquired about longitudinal cracks. <br /> <br />Principal City Engineer Olson replied that he has never seen sealing on those types of cracks, but <br />he would look into it further. <br /> <br />Councilmember Zimmerman inquired if they could use MSA funds. <br /> <br />Principal City Engineer Olson replied that if they were to do a state aid project and it was <br />included in the specification they could probably be reimbursed. <br /> <br />Councilmember Zimmerman stated that he could see how the experiment could be a benefit, but <br />he has to consider the costs as well. <br /> <br />Councilmember Hendriksen stated that obviously other entities have experimented with the "saw <br />and seal" process and either it works or it doesn't work. If it works than it should be included in <br />their specifications and be required for any new road. If it does not work than they should do <br />nothing with it. <br /> <br />Principal City Engineer Olson stated that some have come to the conclusion that they are never <br />going to be able to control cracks on a bituminous street, which there is probably some truth to. <br />Other people feel that since they know it will crack at man hole and radius they should try and <br />limit the cracks to those areas. <br /> <br />Councilmember Hendriksen stated that City Engineer seems to be hesitant to make a <br />recommendation and he knows more than most of them. He stated that staff needs to make a <br />recommendation and he would be inclined to go with the recommendation and make it a <br />requirement for future streets.
