Director of Public Work/Fire Chief Kapler stated that staff felt it was a relatively inexpensive test <br />and were looking at a more scaled down exercise. If the Council was to implement a policy staff <br />would be in favor of that as well. <br /> <br />Councilmember Hendriksen suggested that a policy be drafted so that if staff feels that the "saw <br />and seal" process would be appropriate on a collector or arterial street they could require that it <br />be done. If there were certain streets staff would want to exclude he would not have a problem <br />with that. Personally he would rather they spend the $15,000 .somewhere else and let the next <br />developer be responsible for the expenditure. <br /> <br />Councilmember Kurak agreed. <br /> <br />Mayor Gamec stated that he knew of a case where the procedure did not work because of the <br />change in climates. He stated that he would prefer that they test the project before including it in <br />their policy. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to <br />recommend that the "saw and seal" process not be done on the roads proposed by staff but direct <br />staff to draft a policy that would give the City Engineer's the authority to require the "saw and <br />seal" procedure on new streets if they deem necessary. <br /> <br />Further discussion: Councilmember Zimmerman stated that he felt it would be a good <br />experiment, but he was not sure where they would come up with the funds. If they can work it <br />into the future it might be more logical. Councilmember Kurak stated that she would hate to see <br />a bunch of arterial roads fail because they have not looked into the process further. Principal <br />City Engineer Olson stated that he has not personally talked with the Crow Wing County <br />engineer, but he did not have any indication that the method would cause deterioration of the <br />street any sooner. Mr. Olson stated that he has seen the process used effectively in Minnesota <br />before. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to amend the <br />motion making it contingent upon staff having a conversation with the Crow County Engineer. <br /> <br />Amendment carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, <br />Anderson, and Zimmerman. Voting No: None. <br /> <br />Motion carried.
