Councilmember Hendriksen stated that he had thought the direction was to come up with a <br />program to maintain the dirt roads and then assess those costs the same as they do for the paved <br />streets. <br />Principal City Engineer Olson replied that the direction was for staff to write a feasibility study <br />for those dirt streets and then once the Council reviewed that information and gave direction to <br />staff then move forward. At this time he was not sure where the money would come to maintain <br />the dirt roads because they currently don't have the money available. <br />Councilmember Hendriksen stated that the report in front of him indicates that the City will not <br />be doing anything with the dirt roads until the year 2020. <br />City Engineer Jankowski replied that the dirt roads were inputted that way because a decision has <br />not been made on what is going to be done with those roads and he did not want to throw off the <br />entire program. Once a decision is made then the program will have to be adjusted. <br />Councilmember Hendriksen stated that they spent several nights discussing the issue and the <br />issue is if a person lives on a dirt road there is nothing being done with it other than going over it <br />with a grader. He stated that there needs to be some type of program that will keep a dirt road at <br />a reasonable rate of operation and then those costs should be assessed 50 percent. <br />City Engineer Jankowski replied that when they do the feasibility for paving the dirt roads it will <br />include a cost comparison for the continuous maintenance of a dirt road. 0 <br />Councilmember Hendriksen stated that it seems like the only answer to a dirt road is pave it. <br />There a re t hree d ifferent r oad t ypes, a d in r oad, paved road, and concrete road and there are <br />entirely different type of maintenance programs required for a paved road than an asphalt road <br />which i s the same for a d in r oad. F or s ome r eason the C ity c hooses to not come up with a <br />maintenance program for dirt roads even though maintaining dirt roads has to be cheaper than <br />maintaining paved roads. <br />Mayor Gamec stated that the consensus was to put together a feasibility study to compare the <br />costs of black top and what the cost would be to maintain the dirt roads so that they could <br />compare the costs. <br />Councilmember Hendriksen stated that they need to know what it takes to maintain a dirt road <br />first and then treat it the same as a tar road. If residents prefer to have a paved road then they can <br />petition it. <br />Principal City Engineer Olson stated that when the issue was discussed previously staff did put <br />together costs of what the City currently spends on grading the dirt roads. <br />Councilmember Hendriksen replied that running a grader up and down the road is not <br />maintaining the road. 0 <br />Public Works Committee/November 19, 2002 <br />Page 6 of 15 <br />
