• Councilmember Anderson explained that the light was on the west side of T.H. #47 and now it is <br />on the east side and primarily lights 156th Lane. She felt that the light would be a better indicator <br />of an intersection if it were turned to light T.H. #47. <br />Mr. Offerman replied that he would look into the issue further. <br />Case #1: Update on Long Term Street Maintenance Programs Scheduling <br />City Engineer Jankowski stated that at the February 2002 Public Works Committee meeting staff <br />reported that the cost of the next six years for the annual comprehensive is just under $3 million.. <br />Since the annual expense under the city's street maintenance scheduling policy would have <br />required nearly half of the expenditure in 2003, staff was directed to develop a six year schedule, <br />which allowed for more uniform annual expenditures. Staff presented the program schedule for <br />the Committee's review. <br />Councilmember Zimmerman inquired if they would be keeping pace with the portion the City <br />contributes. <br />City Engineer Jankowski explained that all of the figures a ssume t hat t he C ity w ill a ssess 5 0 <br />percent of the cost as they currently do. He stated that staff anticipates that they will look at the <br />program each year and make changes to the plan as necessary. <br />0 Councilmember Anderson inquired as to why the budget for street maintenance was cut in 2003. <br />• <br />City Engineer Jankowski replied that he was told by the Finance Director that they were going to <br />have to cut the 2003 program back. <br />Councilmember Anderson inquired as to why staff would think that there would be more funds <br />available for street maintenance in the years 2004 to 2007. <br />City Engineer Jankowski replied that they don't know that for sure, which is why they will have <br />to address the issue each year. <br />Councilmember Hendriksen stated that earlier this year they had an extensive discussion about <br />paved roads and dirt roads. A significant portion of that discussion was about dirt roads and he <br />thought t hat f rom t hat d iscussion t here w as a consensus that they would be assessing for the <br />maintenance of dirt roads similar to the way the handle paved roads. <br />Principal City Engineer Olson replied that staff was directed to put together a feasibility study <br />comparing the costs of maintaining the dirt road and paving the road. That information was not <br />incorporated in the maintenance program schedule because the feasibility studies have not yet <br />been completed. <br />Public Works Committee/November 19, 2002 <br />Page 5 of 15 <br />
