Councilmember Menth referenced instances in the past when the contractor bids have come in
higher and the residents were not alerted. He asked if that issue has been addressed as to whether
the residents would be alerted if contractor bids are much higher than anticipated.
City Engineer Westby replied that the Public Works Committee discussed that policy at its last
meeting and the proposed policy changes to the assessment policy would be brought back to the
Public Works Committee at its January meeting.
Councilmember Riley stated that if assessments are being used for the project, that requires
additional steps that cause additional cost.
City Engineer Westby confirmed that to be true that the steps required for charging assessments
create additional cost.
Motion by Councilmember Kuzma, seconded by Councilmember Musgrove, to Adopt Resolution
#19-264 Ordering Feasibility Report for Improvement Project #20-02, 2020 Overlay
Improvements.
Motion carried. He explained that the document could be completed in a much lighter format if the
assessments were not a part of the process.
City Council / December 10, 2019
