He stated he has a five year old boy <br />and there are other children in the area. <br /> <br />Mayor (iamcc stated the City is also concerned about the road alignment and sharp tums. He <br />noted that is not within the developing property but needs to be addressed. He advised that the <br />citizens on the gravel road to the west end have requested that their roadway be upgraded. <br /> <br />Mr. Mike Shoquist, 7075 - 153rd Avenue NW, stated the whole City will be sewer and water <br />bccausc this is the metropolitan area. He stated that it is wrong to hassle back and forth every <br />time a pm. ject comes up and what residents should be concerned about is good housing and good <br />roads s() it is done right the first time. He stated he has lived in Ramsey for 30 years and people <br />who have lived here for years also want to subdivide because that is their retirement. <br /> <br />Mr. Dick Church, 16900 - 168~h Avenue, stated he has lived there 16 years and was told 16 years <br />ago thc roads would be overlaid with another two inches of blacktop but it was never done. He <br />stated hc realizes the Councilmembers have not served for 16 years but it is not fair to him or the <br />other residents who do or do not want to subdivide to have to drive on roads that go long without <br />being takcn care of. Mr. Church stated a hardship can be looked at from two directions and he <br />does not think it is a wonderful thing to be able to reach out and touch a house. He stated that a <br />democratic process is to vote and two residents spoke in support of sewer and water but ten don't <br />think it is fine. lie stated that residents won't be allowed to vote on it but some look at it being <br />more valuable to live on 40 acres than to have a house too close. Mr. Church stated he heard <br />sometmc say Ramsey asked to be a developing community. He asked the Mayor and Council if <br />they did ask for the community of Ramsey to be a developing community. He noted that there <br />arc only a few people here but there are a lot of people out there who did not have a say in that. <br />lie stated the "tail should not wag the dog." <br /> <br />Councihnember Cook stated we are not a democratic society; we are a democratic representative <br />society which means residents vote every four years to elect who should represent them on the <br />Council. Also, 50% of the residents need to want sewer and water before it goes in. However, <br />residents do not get to decide if water or sewer should be installed on someone else's property. <br /> <br />Mr. Church stated his vote did not count in the last election. <br /> <br />Mr. Chuck Hedstrom, 7100 - 166th Avenue NW, stated he is concerned because he lives on 166th <br />Avenue and asked if the Council could consider a roadway incorporated into this development, <br />along Trott Brook, and to create a greenway and pedestrian way. He stated this is an opportunity <br />For the City to do something. <br /> <br />Mayor (;amcc stated thc City has been considering how to get across there for many years but it's <br />a problem because of thc wetlands. <br /> <br />Councihnember Elvig stated there will be a large discussion on the road placement because it <br />will result in addressing the need for an east/west collector.
