PrelimiJ~aO, Plat and Site Plan Review: Town Center Gardens 3rd Addition <br />February 25, 2005 <br />Revi.5'ed: March 31, 2005, April 8, 2005 <br />Page 3 of 8 <br /> <br />The private streets as shown on the site plan comply with City Code. <br /> <br />Grading and Drainage: A drainage and grading plan has been submitted. A permit will need to <br />be obtained from the Lower Rum River Water Management Organization and the MPCA for this <br />development and wetlands must be delineated. Engineering staff will be completing review of <br />this plan and providing comments at the City Council meeting. <br /> <br />Traffic Generation Analysis: A traffic analysis was completed for the entire site for the first <br />phase of Town Center Gardens, which accommodates the development associated with the-3ret <br />Addition. The analysis did not indicate the need for revisions in traffic signage. The Town <br />Center Project to the south will create traffic impacts and projects are proposed for improving <br />Ramsey Bo.ulevard and Bunker Lake Boulevard adjacent to the site. <br /> <br />Utilities and Water Usage: The development will be served by municipal water and sanitary <br />sewer. Connection will be made to the existing stubs installed as part of the first phase of the <br />project. ?rovision must be made to connect the watermain to Ramsey Town Center at 147th Lane. <br /> <br />Review of the stormwater calculations submitted for this project and the first phase indicate that <br />the volume of the Phase l pond has increased. Phase 2 changed the shape of the pond and this <br />project proposes filling a portion of the pond to facilitate lot grading. Please verify the volume of <br />the existing pond. <br /> <br />Please provide hydrants at the intersection of B Street and Driveway 2 and south of the <br />intersection of Peridot and 148th Avenue. The city has adopted a sprinkler ordinance for multi- <br />fb. mily units. The final utility plans must provide the water services that will allow the builders to <br />meet the requirements of the ordinance. Engineering staff will providing additional comments on <br />utilities at the Council meeting. <br /> <br />Townhouse Design: The site plan is proposing 6 different unit types on the site: craftsman-style <br />8~plex condominiums, two-story 8-plex townhomes, three-story 8-plex townhomes, two styles of <br />two-story 6-plex rowhouse townhomes, and single-family. Allowable exterior treatments include <br />brick, wood, and vinyl siding. The R-2 Residential District and Town Center Development <br />Guidelines have the following architectural design requirements: <br /> <br />1. The front exterior building finish must consist of a minimum of 35% face brick, natural <br /> stone, or stucco (excluding window and door area in the calculation). This requirement <br /> shall also apply to the side of a building when it faces a public street. <br />2. Multiple-dwelling developments that face County highways, State highways, or MSA <br /> roads must vary structure orientation. <br />3. A minimum of 3 colors must be used for each multiple-dwelling building. A color palette <br /> must be submitted. Elements that may count towards this requirement' include 'siding, <br /> trim, doors, and garage doors. <br /> <br /> <br />
