Mr. Norman noted under Goal//8 "Create a Technology Plan - go back to Goal #1 - sub-number 4: I';nsurc the availability of "state of the art" telecommunications for all of the RTC, including Tiors II and l II. That should be added under #8 for City operations and public safety. Ms. Nelson commented that one of those items dealt with the community more broadly. (iouncJlmcmber Strommen suggested that the three bullets in Goal #8 should be above the specific Performance Focus Points. Councilmember Jeffrey suggested wrapping the three bullet points into Performance Points. Mayor Gamec inquired if we should be looking at any others that we may have left out. Councihnember Cook asked would it help to have a consensus on the eight goals and then we can move into the bullet points? Mr. Norman replied that this is not ready for the agenda - we need to bring it back to the Council [::)r more discussion. 3) Urban Village Tours City Administrator Norman stated that three and a half years ago some of us went on a tour of t'our communities in North Chicago. We came away very energized and excited about it. Recently, there have been discussions of the possibility of touring other sites in other areas of the Country. We could do a virtual tour or we could send a couple of representatives. We could talk about who sboulcl go. Councilmembcr Elvig didn't know ifa virtual tour was a good way to do this. Mr. Norman stated that staff has some pictures from a development in the Los Angeles, Calil~ornia area and also some in the Phoenix, Arizona area. He recommended Council and staff look at these and discuss what we want to do. He reiterated that a virtual tour could be done or a couple o/' Council representatives could visit the developments. He added that next week Council will be having a discussion relating to the China Sister-City item. Maybe those who want to go to China do that and we could send the other Councilmembers to the developments in (;alifornia and Arizona. Those who attended the tours could come back with a video and make a presentation at a work session. Councihncmber Strommen stated that one thing she likes about a virtual tour is all the things you can see. She talked some about the Arbor Lakes development in Maple Grove and suggested lhat it is not a practical development for Minnesota winter weather. Councilmcmber Cook stated that Chicago was similar to us in weather and suburb types. Councihncmber Elvig mentioned another development just outside of Denver, Colorado (Staplcton). lie suggested it is an outstanding project and it is certainly in a winter climate.
